Job Summary: The Assistant Manager oversees the overall project development activities including project origination and business development initiatives, complete desk review, project due diligence and financial assessment of potential projects and business opportunities, permitting process and regulatory compliance, among others. The job entails spearheading the development of business cases to determine the viability of potential projects and providing recommendation to Project Development Head. Part of the scope includes coordination with internal functional groups, JV partners, affiliates/subsidiaries, government agencies, developers, contractors/consultants, LGUs and other key stakeholders with the end view of achieving the Departments overall goals and targets within the target period.

KEY FUNCTIONS/DUTIES AND RESPONSIBILITIES:

Project Origination, Due Diligence and Preliminary Assessment

  • Lead in business development and project initiation related activities
  • Spearhead the conduct of initial desk study, due diligence and site investigation to assess preliminary site condition, and initial viability of potential projects/sites.
  • Review (and generate) PVsyst simulation or related program to determine initial technical specifications for potential solar projects including irradiance, generation, sizing, among others.
  • Oversee the preparation of initial simulation of financial models, tariff design and conduct sensitivity analysis to determine project financial viability.
  • Lead in the preparation of preliminary project layout, project cost estimate, and determine initial proposed connection for potential energy projects (solar, hydro, wind or conventional energy resource).

Permitting and Regulatory Compliance

  • Review all documentary requirements for permitting process and regulatory compliance with oversight agencies.
  • Ensure that the required permits are secured to bring the project to construction/shovel-ready stage.
  • Review (and draft) project profiles, information brief and correspondences required in securing government permits/endorsements for energy projects.
  • Initiate dialogue with relevant government agencies, internal functional groups, JV partner and/or consultant/s to facilitate the preparation of requirements for permitting process.

Development of Business Cases and Preparation of Deck and Information Memorandum for Energy Projects

  • Lead in developing business cases based on the results of overall project assessment for purposes of providing recommendation to Project Development Head for the proposed courses of action.
  • Identify preliminary risk analysis for potential projects and/or business opportunities and provide potential mitigating measures to address such risks.
  • Overall lead in developing business plan, strategies and information memorandum for submission to potential partners/investors and/or banks for purposes of securing funding for projects.
  • Review (and prepare) deck/presentations and coordinate with relevant functions for board presentation.
  • Oversee the preparation and ensure compliance with documentary requirements and proposals for government biddings, auctions or competitive selection process for new projects/sites and acquisition of existing assets.

 OTHER FUNCTIONS:

1. Review the annual plan and budget of the department and individual project cost centers based on project activities and planned programs.

2. Ensure that the processing of payments to external partners, consultants, general contractors, agencies, among others, are in accordance with the agreed timeframe and milestone activity based on contracts and guidelines.

TECHNICAL COMPETENCIES AND SKILLS:

  • Proficient in using Microsoft Office Tools and Programs (Excel, Word, and PowerPoint)
  • PVsyst, Solar GIS, Helioscope or other related program
  • Familiar with MS Project
  • Preparation of preliminary layout and/or electrical design
  • Tariff formulation, financial modeling, and economic analysis
  • Strong analytical skills / critical thinking
