JOB DESCRIPTION:

The General Manager will serve as the chief executive and technical authority of the construction firm, ensuring compliance with Philippines Contractors Accreditation Board (PCAB) requirements for AAA Category licensing. The Role encompasses full responsibility for corporate strategy, operational leadership, financial performance, and regulatory compliance, particularly in engineering, safety, quality assurance, and technical management of large-scale infrastructure and building projects.

Duties and Responsibilities

  • Regulatory and Licensing Compliance
  • Serve as Authorized Managing Officer (AMO) and Sustaining Technical Employee (STE) for PCAB purposes
  • Ensure full compliance with RA 4566 (Contractors License Law) and CIAP/PCAB implementing rules
  • Oversee submission and renewal of PCAB application documents, financial statements, and project records.
  • Corporate Strategy and Business Leadership
  • Formulate and execute the company's strategic and operational plans, ensuring profitability and growth
  • Represents the company in major tender, joint ventures and government bidding (DPWH, LGUs, and PPP Center)
  • Direct long-term resource planning including equipment acquisition, batching plant operations, and manpower deployment
  • Technical Management and Engineering Oversight
  • Provide technical supervision over all ongoing projects, ensuring compliance with design, safety and quality standards.
  • Approve project budgets, methodologies, mix designs, and work programs
  • Conduct periodic project reviews, risk assessment, and corrective actions for performance deviations
  • Ensure conformance with DPWH Bluebook, ISO 9001, and DOLE-OSH Standards
  • Organizational Development and Compliance
  • Build and maintain a high performing project management team of licensed engineers, project managers, and other technical and support employees as needed
  • Approved hiring and assignment of key technical personnel and project engineers
  • Oversee documentation of as-builts plans, test results, and project records
  • Ensure compliance with labor laws, environmental permits, and safety program
  • Financial and Contract Administration
  • Review project cost estimates, cash flow projections, and procurement schedules
  • Authorize and sign major contracts, bidding documents, and project certifications
  • Monitor key financial ratios, working capital, and project profitability
  • Implement Internal controls for project cost efficiency and transparency.

Job Qualifications

  • Bachelor's degree in civil engineering or related field; Master's degree in Construction Management, Project Managements or Business Administration preferred
  • Registered Civil Engineer
  • 10-15 years of progressive experience in Road Construction Management, and in executive or technical leadership in large-scale projects
  • Must be qualify as STE (Sustaining Technical Employee per PCAB Rule, and should also meet the criteria as AMO (Authorized Managing Officer)
  • Preferably a DPWH Accredited Materials Engineer II or higher, DOLE-OSH Practitioner and ISO 9001/45001 Internal Auditor Certified.

Job Types: Full-time, Permanent

Pay: Php120, Php200,000.00 per month
