JOB DESCRIPTION

Under the supervision of the Division Chief and Section Chief, the Planning Officer III is responsible for the planning, programming, monitoring, and reporting of the Department's plans and programs. The Planning Officer III is tasked to provide technical assistance and support related to strategy management, planning, programming, social welfare and development (SWD), and social protection. The staff also provides support to the assigned Division's policy formulation or policy enhancement requirements relevant to its mandate.

The Planning Officer III is tasked to monitor and report on the implementation of the Department's plans and agency performance commitments, reporting and data management, along with PDPB standards on data generation and utilization. In addition, he/she performs technical secretariat functions on sectoral concerns and prepares special reports to oversight/other agencies and organizations.

The Planning Officer III also participates in in-house/DSWD research activities, ensures timely submission of quality outputs following the prescribed formats and requirements of all necessary reports, and performs other related tasks assigned by the supervisor from time to time.

Functions and Responsibilities:

  1. Lead in the formulation and updating of the Department's strategic plan, annual thrusts and priorities, sectoral plans, and annual work and financial plan;

  2. Monitor and report on the implementation of the Department's plans and agency performance commitments;

  3. Monitor the implementation of the harmonized planning, monitoring, and evaluation system;

  4. Provide technical assistance on planning, monitoring, reporting, and data management along bureau standards on data generation, utilization, and reporting across divisions, offices, bureaus, and services (OBS) of the DSWD and its Field Offices.

  5. Perform technical secretariat functions on Office Performance Contracting/Review (OPC/R), Annual Report Committee, Sectoral and Gender Mainstreaming through GAD Technical Working Groups;

  6. Provide technical/special reports to oversight/other agencies and organizations on DSWD inputs to SONA reports, DSWD TRIP, Performance-Based Bonus Reports;

  7. Serve as a resource person during trainings and conferences related to planning and monitoring; and

  8. Attend internal and external meetings, training, and conferences, as assigned by the Bureau Director, Division Chief, or Section Chief;

  9. Coordinates assigned Division activities, plan formulation and review, plan implementation, monitoring, reporting, and evaluation;

  10. Develops policies on planning, reporting, performance review and assessment, and evaluation;

  11. Updates and/or develops the section manual of operations aligned to key result areas and functions; and

  12. Performs other related tasks as needed.

Job Outputs:

  1. Agency Corporate and Sector Plan (e.g., Social Development Sector, Harmonized Planning, Monitoring, and Evaluation System, Office Performance Contract, Agency Performance Measures, Work and Financial Plan, and Annual Thrusts and Priorities);

  2. Agency corporate and sectoral monitoring and reports (e.g. Children, Women, Harmonized Planning, Monitoring, and Evaluation System, and Office Performance Contract)

  3. Inputs on reports submitted by various offices such as the Presidential Management Staff (PMS), the National Economic and Development Authority (NEDA), the Department of Budget and Management (DBM), and the Office of the President (OP);

  4. Technical assistance, planning conferences, design, and module;

  5. Technical assistance report and feedback reports on meetings attended;

  6. Section manual of operations aligned to key result areas and functions;

  7. Agency-wide policy guidance on strategy management, planning, reporting, performance review and assessment, and evaluation.
