Job Summary

We are seeking a strategic and compliance-driven Senior HR Manager to lead our human resources function within a dynamic manpower agency. The ideal candidate will possess deep expertise in labor laws, exceptional written communication skills, and a proven ability to align HR practices with business goals. This role is pivotal in ensuring legal integrity, operational excellence, and a positive employee experience across all placements and internal teams.

Key Responsibilities

Strategic HR Leadership

  • Develop and execute HR strategies aligned with business objectives and client needs

  • Lead workforce planning, talent acquisition, and deployment across multiple industries

  • Collaborate closely with senior leadership to guide organizational development and change management, fostering a culture of empathy, adaptability, and shared success

Legal Compliance & Documentation

  • Draft, review, and update employment contracts, HR policies, and legal templates

  • Ensure full compliance with DOLE regulations, labor standards, and client-specific requirements

  • Provide final review and guidance on HR legal documents—including memos, disciplinary actions, and labor case files—prepared by team members, ensuring consistency and compliance

  • Coordinate closely with Admin Compliance and legal counsel to ensure alignment with government regulations and labor standards

Employee Relations & Engagement

  • Oversee grievance handling, conflict resolution, and employee investigations

  • Promote a culture of fairness, inclusivity, and professional growth

  • Conduct exit interviews and analyze turnover trends for continuous improvement

HR Operations & Reporting

  • Manage HRIS, timekeeping, and payroll coordination with Finance

  • Monitor KPIs such as attrition, compliance audits, and client satisfaction

  • Lead internal audits and ensure readiness for external labor inspections

Qualifications

  • Bachelor's degree in Human Resources, Psychology, Law, or related field

  • Progressive HR experience, preferably in a manpower or staffing agency

  • Strong command of Philippine labor laws and HR legal writing

  • Excellent written and verbal communication skills in English and Filipino

  • Proficient in MS Office and HRIS platforms

  • Experience handling DOLE cases, labor disputes, and compliance audits
