  • Assess the financial management capacity and internal controls system of NIAs during due diligence and/or program implementation, identifying weaknesses and risk areas and recommending improvements.
  • Review draft memorandums of agreement and partnership agreements related to programs, providing advice as needed prior to finalization and signature.
  • Design or improve programs' financial systems and processes at RIA and NIA levels, ensuring compliance with grant agreements, MoAs, and donors' financial management requirements.
  • Develop a financial management capacity building plan at RIA and NIA levels with clear KPIs and timelines, assisting in implementing the plan.
  • Conduct on-the-job mentoring and group trainings of RIA and NIA staff in financial management, including budgeting, forecasting, accounting, and financial reporting, as well as procurement.
  • Support the finance team and NIAs in designing and drafting financial and administrative procedures manuals.
  • Review annual work plans and budgets for each program to ensure proper fund allocation in accordance with grant agreements and MoAs, providing guidance on budget monitoring.
  • Ensure accurate and reliable financial reports prepared by NIAs are submitted on time and comply with terms of MoAs and RIA/donors' requirements.
  • Support RIA in implementing thorough processes for verifying and authenticating program expenditures, identifying ineligible expenditure, and reporting accurately.
  • Support RIA finance team in preparing quality financial reports and analyses for AFA senior management, Board of Directors, and donors.
  • Support RIA and NIAs in preparation of donors' supervision or evaluation missions and external audits.
  • Follow up on implementation of IFAD supervision missions' and audit missions' recommendations by RIA and NIAs.
  • Provide advisory role on financial management, procurement, contractual arrangements, and administration to RIA and NIAs as requested.
  • Master's degree in Business Administration, Finance, and/or Accounting required. Professional qualification in Accounting (CPA, ACA, ACCA, or equivalent) preferred.
  • Minimum 20 years experience in accountancy and financial management, including 5 years in external audit and 5 years as Head of Finance in international organizations/agencies or multilateral donor-funded programs/projects.
  • Experience working internationally, managing multimillion-dollar budgets, and overseeing risk management and due diligence processes.
  • Excellent knowledge of financial control processes, protocols, and financial reporting systems required.
  • Full IT proficiency in Microsoft Office suite and accounting software/ERP systems necessary.
  • Strong report writing/presentation skills and ability to communicate with senior-level officials and non-financial experts.
  • Fluency in English essential.
