Sr. Compliance Oversight Specialist

Job DescriptionRole Summary:

This Sr. Compliance Oversight Specialist will be responsible for ensuring timely and proactive implementation, and development of Compliance Monitoring and Assessment (CMA) processes, Market Registration and Continuing Compliance in assigned areas.

The role requires a thorough understanding of Wholesale Electricity Spot Market (WESM) rules and other relevant electricity market manuals.

Key Responsibilities:
  • Conduct proactive assessment and investigation of non-compliance with Offered Capacity Compliance (OCC), Dispatch Conformance Standards (DCS), System Operator's (SO) Instructions, Reserve Compliance, and Forecast Accuracy Standards (FAS).
  • Provide prompt explanations for flagged probable breach entries in OCC, DCS, and SO's Instructions following Event Categories Guide for Generator-Trading Participants responding to non-compliance notices.
  • Identify, evaluate, secure, and record supporting documents for flagged entries before uploading them to Compliance Post-Evaluation Monitoring System (CPEMS).
  • Process and submit signed and notarized Compliance Monitoring and Assessment (CMA) Affidavits to Enforcement and Compliance Office (ECO).
  • Generate real-time, daily, and weekly reports related to trading and operations non-compliance.
  • Contribute to enhancement of compliance protocols in trading and operations.
  • Ensure thorough understanding of WESM rules and manuals on enforcement and compliance, penalty, and dispatch protocol, and keep abreast with regulatory changes.
  • Identify risks and generate reports from advisories of Enforcement and Compliance Office including but not limited to compliance rating, WCO certification programs, updates, series of trainings, and all WESM compliance guidelines and bulletins.
  • Responsible for registration and continuing compliance of assigned areas to retail (RCOA-RES), wholesale (WESM), reserve (RM), and renewable energy (REM) markets.
  • Responsible for processing switching documentary requirements and follow-ups in retail electricity market (RCOA-RES).
  • Generate weekly market advisories to plants to strengthen culture of compliance with market rules and manuals.
  • Implement assigned action plans as per department's strategic plan.
  • Comply with company policies, safety rules, and code of conduct.
  • Comply with Alsons Conservation Program.
  • Recommend quality and productivity initiatives.
  • Perform other duties assigned by superior.
Requirements
  • Bachelor's Degree in Engineering preferably in Electrical, Electronics and Communication, or Mechanical Engineering.
  • Registered Engineer.
  • At least 2 years experience and exposure to company regulatory compliances preferably in power industry and those who underwent or attended basic or advanced training on WESM.
  • Strong interpersonal skills.
  • Problem-solving skills.
  • Knowledgeable in Office 365 particularly Word, PowerPoint, and Excel.
  • Familiarity with new market systems (e.g. New Market Management System (NMMS), Central Registration and Settlement System (CRSS), and Compliance Post Evaluation Monitoring System (CPEMS)).
  • Able to interpret power supply agreements and other government/private company contracts.
  • Knowledgeable in WESM overview, rules, and manuals.
  • Excellent verbal and written communication skills.
  • Able to work with team.
