Job Purpose
To assist the Human Resource Manager in the management, implementation, and improvement of the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
Duties and Responsibilities
Recruitment
- Undertakes manpower planning in coordination with the department/school unit heads to determine present and future staffing requirements in quantitative and qualitative terms; develops action plans on staffing requirements of the organization.
- Implements various strategies for recruitment such as posting job placement advertisements on websites and campus bulletin boards, participating in job fairs, and securing lists of graduating students from top colleges/universities for partnerships in teacher-apprentice/on-the-job-training programs.
- Handles the recruitment and placement of employees through application screening, pre-qualifying interviews, background checks, and referral of screened/short-listed applicants to requisitioning departments.
- Implements guidelines on personnel transactions such as hiring, placement, transfers, promotions, separations, and retirement; ensures documentation of such transactions and maintenance of individual employee files and records in both manual and computerized forms.
Training & Development
- Plans, organizes, and implements training programs for administrative personnel.
- Gives orientation to new teachers and administrative staff.
- Coaches new officers (e.g., SDOs & Opcoms) regarding policies, procedures, and administrative matters.
- Organizes orientations, talks, and seminars in coordination with various private and government agencies.
- Provides formation talks to administrative staff.
Compensation & Benefits
- Processes applications for scholarships and grants for children of employees and faculty members; ensures compliance with terms and conditions governing scholarship grants and sponsorships.
- Plans, organizes, and coordinates employee benefit programs such as the Annual Physical Examination.
- Facilitates the application/enrollment of employees to various government and private membership card providers.
- Signs and processes loan applications from employees.
- Spearheads the planning and implementation of faculty and administrative service awards ceremonies.
- Facilitates the release of cash awards, financial assistance, and book allowance benefits to all employees.
Employee Relations
- Monitors the implementation of policies and procedures related to employee discipline; coordinates investigations on reported infractions; ensures implementation of disciplinary actions as warranted.
- Plans, organizes, and coordinates employee relations activities such as celebrations and outings.
- Receives, addresses, and refers queries, concerns, and complaints to the appropriate department or officer.
- Participates in labor-management related issues through dialogues and negotiations with employee organizations.
- Acts as the liaison for employees to management and various agencies.
- Provides support to employees during times of illness or family emergencies.
- Occasionally provides legal consultation for management.
- Leads and supervises administrative staff during events.
Records / Documents Administration
- Initiates the formulation, review, and revision of policies related to human resource management; secures approval and implements them among organizational officers and employees.
- Disseminates information on personnel/HR matters to employees.
- Drafts reports, notices, and memos; reviews and evaluates information, providing recommendations to management.
- Facilitates the performance management and appraisal system of the organization.
- Supervises the maintenance and update of employee records.
- Coordinates the preparation and submission of records required by government regulatory bodies.
- Maintains records for scholarship funds and processes reimbursements.
- Signs documents related to employment matters.
Other Assignments / Tasks
- Networks with similar organizations for collaboration.
- Serves on various committees related to employee matters.
- Supervises school housing projects for teachers.
- Coordinates with shuttle service providers.
- Interviews new parent applicants.
- Mentors administrative staff and students.
- Acts as a temporary Data Privacy Officer.
- Acts as the officer-in-charge in the absence of the Human Resource Manager.
MINIMUM TRAINING AND EXPERIENCE
College Graduate with a degree related to Human Resource (e.g., AB Psychology, BSBA-HRM, or BS Behavioral Science).
Preferably with 5-10 years of experience in Human Resources.
KNOWLEDGE, SKILLS, AND ABILITIES:
Computer literate.
Very good interpersonal and communication skills.
Good supervisory skills.
Knowledgeable in various fields of human resource management.
Good moral character.
Knowledgeable in the labor code of the Philippines.
