The QuARTS Specialist role is the focal person for Retail Concessionaire partners and is crucial for creating, implementing, and maintaining the Meat Business Unit's food safety and regulatory systems.

This role ensures the entire retail concessionaire stores unit, encompassing both internal operations and external collaborations, maintains strict adherence to all applicable food safety, statutory, and regulatory mandates. A primary duty is to confirm the Meat Business Unit's compliance particularly with LGUs, FDA, DA-NMIS, DA-BAI, and DENR-EMB regulations regarding Licenses to Operate (LTOs), Certificates of Product Registration (CPRs) and other regulatory permits.

Responsibilities
  • Food Safety And Regulatory Compliance
  • On System Design & Implementation
    • Design, implement, and maintain robust food safety management systems, ensuring compliance with all statutory, regulatory, customer, and international standards (e.g., GMP/GOP/GWP, HACCP, FSSC, ISO Standards).
    • Develops and supports the establishment of comprehensive Food Safety Manuals, Work Instructions, and Standard Operating Procedures (SOPs) for both internal operations and external stakeholders.
    • Conduct regular reviews and audits of systems and processes to identify areas for improvement in RetCon Operations.
  • On Regulatory Compliance & Permitting
    • Manage and execute all necessary applications for regulatory compliance, including FDA, NMIS, BAI and LGUs regarding Licenses to Operate (LTOs), Certificates of Product Registration (CPRs), Public-Private Audits and other related regulatory licenses and/or permits.
  • On Audit Management
    • Plan and conduct internal audits across all relevant areas, including retail concessionaires and external trade partners, based on established food safety system standards.
    • Lead and participate in regulatory, third-party, and customer audits, ensuring timely execution and completion of corrective actions and reports.
    • Conduct regular trade checks to verify product handling aligns with specified standards at the end-user level.
  • On Training & Development
    • Design, facilitate, and deliver tailored training programs on Food Safety, Quality, and other relevant topics for both internal staff and external stakeholders. Ensure all parties stay current with industry standards, regulations, and company policies.
  • On Document Management
    • Act as the primary Document Controller for the organization, responsible for the efficient, timely, and accurate preparation and management of all critical food safety and regulatory documentation.
  • On Stakeholder Relations & Communication
    • Facilitate effective internal and external communication regarding Food Safety & Quality Management Systems and engage with relevant government agencies (e.g., BAI, NMIS, FDA, and LGUs) to coordinate and maintain strong stakeholder relationships.
    • Coordinate regulatory programs and activities with Local Government Units as applicable.
    • Report problems related to food safety & quality management systems to the Team Leader and identified authorities.
  • On Complaints Management
    • Oversee the complaints management process, ensuring timely issuance of Corrective Action Reports to identified root cause owners.
Environmental Management And Compliance
  • On Regulatory Adherence
    • Ensure stringent compliance with environmental laws such as PD 1586, RA 6969, RA 8749, RA 9003, RA 9275, their IRRs, and all other pertinent environmental statutes.
  • On Agency Coordination
    • Liaise with relevant government agencies, including DENR-EMB and LGUs, to stay updated on Bureau Circulars, Administrative Orders, and similar directives.
  • On Environmental Planning and Implementation
    • Monitor the Environmental Management Plan and Contingency Plan; identify significant environmental aspects and impacts of operational activities, recommending mitigating measures.
  • On Pollution Control and Waste Management
    • Develop and implement solutions to eliminate pollution and environmental hazards within the facility, including Waste Management Program;
    • Monitor, maintain, and manage the Material Recovery Facility (MRF) and escalate deviations as necessary.
  • On Compliance Monitoring & Reporting
    • Monitor residual chlorine and take action on deviations; oversee the operation and maintenance of pollution control facilities and report monitoring results to DENR as part of SMR/CMR.
  • On Complaint Investigation and Training
    • Investigate employee and community complaints regarding exposure to hazardous materials; disseminate Right-to-Know information through training programs.
  • On Reporting
    • Submit timely, clear written reports based on internal and external site inspections.
Other Tasks
  • Participate in company programs and activities under quality improvement, safety and security, sustainability, CSR, risk management, etc.
  • Perform other tasks as assigned by the Team Leader.
Qualifications
  • Education : Bachelor degree in BS Food Science/Technology, Biology, Chemistry, Chemical Engineering or any science-related field.
Experience
  • Preferably at least three (3) years of experience in Quality Assurance in the Food Manufacturing Industry or related discipline.
  • Knowledge on FDA Applications - LTO and CPR is a must.
  • Accredited Pollution Control Officer is a plus.
  • Preferably experience in conducting training.

  • None
Other Requirements
  • Strong background in Food Safety Systems: GMP, HACCP, FSSC is required.
  • Thorough understanding of environmental regulatory requirements and safety/health programs.
  • Knowledge of plant-wide inspections and auditing functions.
  • Strong interpersonal, communication, and organizational skills.
  • Strong training and presentation skills.
  • Competent in Google Suite.
  • Ability to enforce regulatory and statutory requirements and attention to detail.
