Description Job Title HSE Manager – Philippines Reporting to Director HSE APAC Appointed Deputy N/A Job Overview The role will be responsible for providing Health, Safety and Environmental support for our Philippines project. The primary purpose is to contribute to influence positive attitudes and behaviours that foster a positive safety culture, ensure continuous improvement and good corporate governance of Health, Safety and Environmental requirements. The secondary purpose is to support the Project Management Team to provide expert advice, support and coordination to maintain compliance with Workplace Health, Safety & Environmental (HSE) legislation IMS and client requirements. This is an exciting opportunity to work on a high profile rail infrastructure project as part of a global team in accordance with the Company Vision, Mission, Values and Management Disciplines. Geographical area of responsibility Philippines Main Responsibilities Development and implementation of management plans Providing technical advice and coaching including safety leadership, risk management, HSE systems, incident investigation, audits and training Drive continuous improvement of HSE, contributing to implementation of best practice, improved safety leadership, engagement with the workforce and influencing of positive behaviors Ensure all activities undertaken on the project comply with applicable Health Safety and Environment related legislation and GBMS, contractual and principal contractor requirements Responsible for identifying and maintaining relationships with key statutory bodies in Philippines and ensuring all necessary certifications/ affiliations are up to date Liaise with and provide advice and support to Senior Management to ensure effective integration and high standard of HSE compliance Developing and implementing effective policies, procedures and maintain systems for the identification, verification and compliance to HSE legal and other requirements, Develop and maintain the Legal Compliance Register for the area of responsibility, conduct legal compliance audits and ensure HSE Legislative requirements are implemented, monitored and maintained. Legal requirements shall be mapped and captured in the HSE Management System and project plans. Responsible for monitoring changes to/ introduction of applicable HSE Legislation and communicating these changes in Monthly Reports to Senior Management. Contribute to the development and monitoring of HSE Objectives and Targets and development of the associate plan to meet those objectives and targets, Provide input to the annual HSE audit schedule and conduct Management System Audits in accordance with the approved schedule, Liaise with 2nd and 3rd party external auditors, as required, Implementation of HSE strategies and initiatives and promote a positive safety culture, Introduce procedures and programs designed to enhance employees understanding and awareness of the legal framework and the HSEMS within which they work Ensure the Corrective / Preventive action system is implemented and utilised within area of responsibility and ensure timely Corrective / Preventive actions are undertaken for HSE non conformances and areas for improvement, Evaluating, reviewing and auditing suppliers and subcontractors, to ensure GBMS requirements are achieved, Ensure active participation in monthly HSE meetings, ensuring area inputs are included Identify and/or action any negative trends and anomalies and provide recommendations and solutions based on analysis of these findings. Conduct proactive and regular analysis, internal/external benchmarking, etc. to ensure the HSE Department is providing appropriate services and at optimal cost Develop, monitor and review project HSE budgets Ensure HSE Registers are developed and maintained at all locations e.g.; HSE CheckSafe, Risk Register, Hazardous Substance Register, Plant Register, Induction Register etc. Ensure Emergency Response planning and testing is effectively implemented at all locations and project sites Facilitate the implementation and improve the awareness of GBMS requirements, Assist with development and verifying of HSE documentation for projects and permanent locations (HSE Plans, emergency response plans etc) Ensure effective communication with representatives of Clients, Principal Contractors and Contractors to ensure high standard of HSE compliance and integration Ensure adequate HSE resources and provisions are available to meet project requirements, i.e. Project HSE Advisors, development of HSE plans and assistance to implement and review, Participate in major project reviews providing expert HSE advice, support and direction, Monitor the project HSE performance, Ensure monthly HSE meetings are scheduled and ensure the flow of information is effective, Deliver HSE Inductions and training programs as required, ensure site specific inductions are delivered to employees and contractors at all locations, Ensure systems and resources are adequate to implement effective HSE hazard identification, risk assessment and control measures, Provide advice and support to managers and supervisors to meet their Contractor HSE management requirements. Workplace Health, Safety and Environmental Incident Management Manage HSE the accident, incident and investigation process: Ensure all HSE accident and incidents are reported and recorded as per GBMS Provide independent HSE investigation and reporting services as required, Ensure timely corrective and preventive actions are implemented to improve HSE Accident and Incident performance. Liaise with the Return to Work (RTW) coordinator resources to manage injured workers return to work, Ensure all system safety or rail safety related issues, incidents and accidents are referred to the System Safety & RAM function, and provide assistance in the investigations as required Workplace Health, Safety, Environment and Quality Statistics & Reporting Manage the collection, maintenance and analysis of relevant HSE performance measures including resource consumption data and metrics. Provide accurate, timely and relevant data as defined to the HSE Analyst and as required, including: o Accident / Incident performance, o Internal audit schedules and performance, o Results of Internal and external audits, o Customer compliments and complaints, o Supplier/Product performance, o HSE performance statistical data; and o Issues and resolutions Collate and provide data for environmental reporting as required. Provide senior management with HSE performance reports as required within area of responsibility. People Leadership and Development Provide leadership and direction to HSE employees and/or HSE Representatives in the day to day requirements, expectations and performance of their roles by, Mentoring HSE employees/ HSE representatives in area of responsibility to undertake their roles more effectively, Manage and lead resources for the day to day management of HSE activities, Utilise the Company performance management processes to ensure staff performance is monitored and developed, Foster a culture of teamwork and cooperation across all Departments, Identify, coordinate and facilitate HSE training requirements as required, Identify HSE training and competency requirements. Continuous Improvement Contribute to the development of the culture of continuous improvement including: Assisting with the implementation of HSE initiatives Continually reviewing and putting forward ideas to improve the culture, processes and procedures. ACTIVITIES/ TASKS Travel to project sites and contractor premises for audits, inspections, training, and workshops. Facilitate project-specific HSE and risk management workshops and contractor engagement sessions. Support project delivery teams with HSE and risk planning, execution, and reporting. Work outside normal business hours as required by project timelines. Assist in all team tasks and any other identified tasks assigned that may arise as required JOB SKILLS, EXPERIENCE AND QUALIFICATIONS Key Skills & Experience It is our expectation that the person in this role should be able to demonstrate the experience and skills listed below: A sound knowledge of the Philippine legal framework is essential. Must have excellent written and verbal communication skills, and good level of English and Filipino language. Demonstrated leadership in HSE and risk management on major turnkey projects. Extensive experience overseeing contractor safety and risk. Proficient in applying HOP and HRO principles in complex environments. Skilled in risk assessment, investigations, and compliance. Strong communicator with influence across senior and contractor levels. Background in high-risk sectors like rail and construction. Effective at building relationships and fostering continuous improvement. Committed to integrity, ethics, and a strong safety culture. Qualifications A degree (or equivalent) in a relevant safety discipline or appropriate experience and knowledge Lead Auditor for ISO 45001 and ISO14001 Lead Investigator Qualification Other Requirements: Ability to pass a medical examination to prove fitness for work Drivers Licence Thank you for your interest in Hitachi Rail.
