Project Information

The mission of GGGI is to support member and partner governments in transitioning towards green growth that achieves poverty reduction, gender equality and social inclusion, environmental sustainability, and economic growth. GGGI’s green growth approach involves governments, the private sector, development partners, and green growth practitioners. The Green Transition Investment Program (GTIP) accelerates green transition in ASEAN LMICs by mobilizing investments in key sectors, including waste management, sustainable forestry, and the circular economy. Industrial energy efficiency is expected to be a main driver within circular economy interventions.

Objective of Assignment

GTIP’s overarching objective is to accelerate the countries’ transition towards a green economy by mobilizing investments in the following sub-thematic areas: circular economy start-up ecosystems; downstream waste management infrastructure; sustainable forest management, while generating significant green employment through targeted green vocational training components.

GGGI, in partnership with the Philippine Board of Investments (BOI), is developing a pre-feasibility study for a Sustainable Aviation Fuel (SAF) biorefinery in the Philippines. The biorefinery will use a hybrid ATJ pathway (Alcohol-to-Jet) with corn and cellulosic biomass feedstocks, integrated renewable hydrogen production and CO2 utilization. This initiative supports national objectives to decarbonize transport. An individual consultant will provide backstopping support to the firm executing the main feasibility study.

Position Summary

This ToR outlines the technical requirements for a feasibility study of a biorefinery project in the Philippines, converting corn, corn cobs, and cellulosic biomass into renewable fuels (ethanol, e-methanol, SAF), with co-products including protein meal, corn oil, food/beverage grade CO2, and green hydrogen. The Individual Consultant will provide backstopping support to the project developer and GGGI to ensure technical robustness, regulatory compliance, and financial viability. Specifically, the consultant will:

  • Support the preparation and review of the feasibility report, including feedstock assessment, site selection, process design, and engineering options.
  • Provide input on SAF production technologies (ATJ, HEFA, Fischer-Tropsch), ensuring alignment with industry standards and certification requirements.
  • Guide engagement with government agencies and regulators to ensure compliance with policies, permitting, and industry frameworks for SAF and biofuels in the Philippines.
  • Advise on environmental, health and safety (EHS) standards, as well as sustainability and decarbonization considerations.
  • Contribute to project execution planning, including commissioning, risk assessment, and investment structuring in coordination with financiers and international partners.

Deliverables and Payment Schedule

The consultant is expected to deliver monthly progress reports at key milestone activities, including:

  • Project oversight and coordination; day-to-day backstopping support for the SAF feasibility study; tracking milestones and deliverables.
  • Coordinate with stakeholders (licensors, consultants, contractors, government agencies) to ensure smooth information flow.
  • Technical and analytical support; data gathering and consolidation for the feasibility study; draft inputs for technical reports and investment documents.
  • Monitoring of permitting, regulatory, and sustainability requirements.
  • Stakeholder engagement and reporting; consultations with government partners and private sector stakeholders; documentation of discussions and follow-up actions.
  • Logistical support for workshops, consultations, and site visits.
  • Monitoring and evaluation (M&E); maintenance of project trackers and M&E documentation; periodic progress updates for internal and donor reporting; risk monitoring and mitigation.

Reporting and Coordination

  • The consultant will report progress to the Senior Investment Officer of the GGGI GTIP Project Team in the Philippines and participate in stakeholder consultations at key milestones.
  • Final findings and recommendations will be presented to government and industry stakeholders. The Final Report shall reflect all activities and include recommendations for further actions, attached technical papers, and be provided in English in hard copies and electronic format.

Expertise Required

The consultant must possess the following qualifications and experience:

  • Education: Bachelor’s degree in chemical engineering (PRC licensed preferred). Certifications in project management or sustainability are a plus.
  • Professional Experience: At least 5 years of overall work experience, including 2–4 years in project management. Experience in renewable fuels, biofuels, or SAF projects; familiarity with ATJ, HEFA, or Fischer-Tropsch technologies is desirable. Experience in feasibility studies for large-scale industrial facilities; experience coordinating with licensors, consultants, contractors, and regulators. Familiarity with carbon markets and climate finance instruments; experience with national and international agencies and multi-stakeholder coordination. Background in data analysis, financial modeling, or sustainability reporting is an advantage. Knowledge of EHS and sustainability compliance frameworks. Proficiency in project coordination tools and strong documentation skills.
  • Technical Competencies: Basic understanding of SAF, biofuels, and renewable energy value chains; knowledge of feasibility studies; feedstock assessments; familiarity with Philippine policies, permitting processes, and industry frameworks; MS Office proficiency; ability to support stakeholder engagement; exposure to carbon finance concepts is advantageous.
  • Soft Skills: Excellent analytical, problem-solving, and communication skills; ability to work independently and meet deadlines; strong technical report writing and engagement materials; English fluency.
  • Compliance and Ethics: Commitment to confidentiality and willingness to sign NDAs and IP provisions as required.
