UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. How can you make a difference? Under the direct supervision of the Programme Specialist for Climate Environment and Resilience (CER), the consultant will have a pivotal role in supporting the development of high‑quality, investment‑ready project proposals that advance climate change adaptation in the social sectors, particularly at the subnational level, and ensure alignment with the National Adaptation Plan (NAP) and the rights of children and youth. Responsibilities Transform priority adaptation projects into full proposals, including inception report, baseline/mapping report of UNICEF adaptation initiatives linked to NAP localisation. Ensure policy alignment and rights integration through documentation of consultations with the first 2 provinces, including participation of children, youth, women, and adolescent girls, and documentation reports of consultation workshops for climate‑smart evacuation centres. Engage stakeholders for proposal development, including technical review reports showing alignment of IPRR with NAP, children’s rights and inclusion of social sector priorities, Theory of Change (TOC) and project description for the first 2 provinces, final technical and financial sections meeting donor requirements, and two full‑blown proposals for the first 2 provinces. Assess and improve climate‑smart infrastructure, including final technical and financial sections for climate smart evacuation, draft CN for climate smart evacuation centre meeting donor requirements, documentation of stakeholder consultation, TOC and project description for the last 2 provinces, final technical and financial sections meeting donor requirements, and two full‑blown proposals for the last 2 provinces. Produce funding‑ready project documents, including integration framework for children’s and youth’s rights, gender equality and cross‑cutting concerns in proposals, proposed mechanism for community participation in project implementation and monitoring, and final report. Qualifications Education: Advanced university degree (Masters or higher) in climate change, environmental management, environmental economics, environmental health and public policy or related disciplines. Work Experience: At least 10 years of progressively responsible professional experience and demonstrated track record in multi‑disciplinary and cross‑sectoral climate change and environmental project design and management; demonstrated experience developing successful climate funding proposals to international climate funds; strong technical, analytical, project proposal development skills; excellent communication and facilitation skills and ability to manage diversity of views in different contexts, especially in policies and research.
