UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.
UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?
Under the direct supervision of the Programme Specialist for Climate Environment and resilience (CER), the consultant will have a pivotal role in strengthening the integration of social indicators of child vulnerability into the Philippines' climate, disaster, and environmental information systems to inform evidence-based policy and programming.
The consultant will provide technical support in formulating an analytical framework for data collection and analysis, identifying relevant indicators and metadata, and enhancing the national statistical and data ecosystem to capture the differentiated impacts of climate and disaster risks on children. An analytical framework provides the conceptual structure for understanding relationships and interpreting meaning, while a statistical framework offers the technical methods for measuring and analyzing quantitative data ensuring that insights are both strategically relevant and empirically sound. This will involve close coordination with government agencies such as the PSA, DOST, Office of Civil Defense (OCD), CCC, and other partners to ensure alignment with national frameworks and international standards.
The Consultant Will Undertake And Deliver The Following
- Inception and Review of Existing Data Systems
- Inception Report with detailed workplan.
- Develop an index map based on the Children's Climate Risk Index (CCRI)
- Mapping report of existing child- and social-sector-sensitive data in climate, disaster, and environment systems (GeoRiskPH, PSA datasets, NCRMF application in pilot LGUs).
- Formulate Analytical Framework
- Draft analytical framework outlining priority indicators, definitions, and metadata requirements (detailed characteristics of a dataset such as unit of measurement, data source, reference period, owner or responsible agency etc.).
- Summary of technical consultations with PSA, DOST, CCC, OCD.
- Finalize Analytical Framework
- Final analytical framework incorporating agency feedback.
- Gap analysis report on datasets for integration into GeoRiskPH
- Plan for GeoRiskPH Integration
- Roadmap/Plan for integration for localizing and integrating child-sensitive data into GeoRiskPH.
- Documentation of joint technical session on data standards and interoperability (e.g. datasets from PSA, DOST)
- Support to Development of Statistical Framework Draft
- Draft statistical framework on climate, disasters, and environment, including child-relevant indicators. This means a common reference for how child vulnerability data based on social indicators — will be organized, defined, and collected in the Philippines.
- Metadata templates and data collection guidance for agencies.
- Validation of Analytical Framework
- Validation workshop report with PSA, DOST, CCC, and stakeholders.
- Pilot integration of selected child-sensitive datasets into a data ecosystem. This can be limited to pilot LGUs.
- Support NCRMF Operationalization
- Technical input document for integrating statistical framework outputs into NCRMF. A technical guidance document will explain how the results of the analytical framework (the indicators, metadata, data sources, and methods developed) should be used within the National Climate Risk Management Framework (NCRMF).
- Training Materials on Data Integration
- Training materials (modules, presentations, guide) for UNICEF, selected agencies and the pilot LGUs on child-sensitive climate and disaster data.
- Demonstrate Capacity Building and Data Integration Rollout
- Training session reports for UNICEF, selected agencies and the pilot LGUs.
- Final Reporting and Handover
- Final consolidated report and PPT covering analytical framework, statistical framework, data integration, training, and recommendations for sustainability.
- Presentation of results to UNICEF, DOST, CCC, PSA, and partners.

Minimum Requirements
Education:
Must hold at least a master's degree in related field (Data Science, Statistics, Geography, Management, Environment, and Social Sciences or other related fields)
Work Experience:
At least 5 years of recognized experience in experience in data/statistics work in the context of climate change, disasters, or environment
- Proven track record in developing statistical frameworks and metadata systems for multi-sectoral indicators
- Demonstrated experience coordinating with national statistical offices (e.g., PSA), DRR/CCA agencies (OCD, DOST, CCC), and development partners.
- Prior work with child-related data (education, health, social protection) is highly desirable.
- Proficient in use of GIS, processing and analyzing geospatial data.
Experience facilitating meetings, dialogues, workshops and conferences with government stakeholders.
Language Requirements:
Excellent knowledge of written and spoken English and Filipino.
