PROJECT Comparative Study of Three Waste Management Scenarios (also informally referred to as “Mother Report”) CONTEXT The urgent call for Zero Waste adoption is gaining momentum as communities, policymakers, and stakeholders seek sustainable solutions to the waste crisis. However, we are frequently challenged to provide concrete, data‑backed evidence demonstrating the advantages of Zero Waste over other waste scenarios. In response to this need, the development of a report that shall serve as a comprehensive assessment of these three systems, using Quezon City as a case study to ground its analysis in real‑world data and experiences, is being proposed. This initiative will have three outputs: 1) a comparative report, 2) a Zero Waste toolkit, and 3) a Zero Waste calculator. This Term of Reference covers output 1, comparative report. The comparative report evaluates three waste management systems across five key areas: investment, operational costs, labor, emissions, and a cost‑benefit analysis. The aim is to determine which system offers the best balance of financial efficiency, sustainability, and overall performance for informed decision‑making. OBJECTIVES OF THE STUDY Compute the full costs (financial, environmental, social) of three waste management methods: Zero Waste, incineration, and centralized waste management system Compare and contrast these waste management options in terms of: waste collection, savings, jobs generation, among others Outline a Zero Waste roadmap, presenting recommendations on municipal waste policies, SUP/residual waste reduction, waste worker participation, and organics management, among others. Include a national policy environment that enables and encourages the city and other municipalities to go Zero Waste Use Quezon City as a case study for validating Zero Waste as a cost‑effective approach for handling city‑level resources PROJECT OUTPUTS Comparison and evaluation of three waste management systems across five key areas: investment, operational costs, labor, emissions, and a cost‑benefit analysis. SCOPE OF WORK The consultant is expected to: Join onboarding and regular meetings with the GAIA AP research team Help determine and gather the data needed for the research Co‑define economic evaluation criteria, including direct costs, social/environmental externalities, and long‑term economic impacts. Gather and analyze data relevant to waste collection, transport, disposal, recycling, and treatment. Develop cost‑benefit analysis (CBA) and/or cost‑effectiveness analysis (CEA) for each scenario. Conduct an economic analysis of three proposed waste management scenarios. Compute and compare the costs, benefits, externalities (greenhouse gas emissions, public health implications, and social impacts), and economic feasibility of each. Prepare a comprehensive economic comparison report with policy implications. Present findings to the project team Prepare online backup databases or folders for all data gathered, as well as draft and final files written for purposes of the research. These should be accessible to the research team at all times. QUALIFICATIONS OF THE ECONOMIC ANALYST Minimum 5 years of professional experience in economic or policy analysis . Prior work in solid waste management , environmental planning, or infrastructure projects is an advantage. Experience in cost‑benefit analysis , economic modeling , and scenario comparison . Familiarity with the Philippine waste management policy and planning context is an advantage. Strong analytical skills and ability to interpret, synthesize, and present complex data. Knowledge of waste management systems, cost‑benefit analysis, and sustainability issues is an advantage. Ability to work collaboratively and flexibly with a research team and meet deadlines. Proven research integrity.
