Job Summary
The HR Learning & Development Specialist or Team Leader plays a key role in designing, implementing, and evaluating training programs that support workforce development across construction projects and office operations. This role ensures that employees—from site workers to supervisors—receive relevant, timely, and effective learning experiences that align with IBC Builders ' Mission, Vision, Core Values, operational goals and compliance standards.
Key Responsibilities- Assess training needs across departments and project sites, including technical, safety, and leadership development.
- Design and deliver learning programs tailored to construction roles.
- Supervise L&D initiatives including onboarding, toolbox talks, compliance training, and upskilling programs.
- Collaborate with project managers and department heads to align training with operational timelines.
- Monitor training effectiveness through feedback, assessments, and performance metrics.
- Maintain training records and ensure compliance with labor and safety regulations.
- Lead and mentor junior HR staff involved in training coordination.
- Recommend external training providers or certifications when needed.
- Support employee engagement through career development and internal mobility programs.
- Bachelor’s degree in human resources, Psychology, Business, or related field.
- At least 3–5 years of experience in HR or Learning & Development, preferably in construction or project-based industries.
- Strong understanding of learning principles, training design, and facilitation.
- Familiarity with DOLE training compliance and construction safety standards.
- Excellent communication, coordination, and documentation skills.
- Proficient in MS Office, MS Teams and basic HRIS.
- Ability to work across field and office environments with diverse teams.
- Process-driven and proactive in identifying learning gaps.
- Comfortable leading sessions with both skilled labor and management staff.
- Creative in designing inclusive and practical training formats.
- Strong interpersonal skills and cultural sensitivity.
