To develop evidence-based and inclusive climate-sensitive urban planning frameworks and mainstreaming processes in the Philippines.

A firm/organization ("the Consultant") in the field of urban planning, climate change and disaster risk management, and transport planning will provide their expertise and services in developing and conceptualizing frameworks and processes for an evidence-based and inclusive climate-sensitive urban planning trough the following:

  • Review and assess the climate sensitivity of the Comprehensive Development Plan (CDP) and Local Public Transport Route Plan (LPTRP) of the Project's pilot cities;
  • Conceptualize a climate risk and vulnerability assessment applicable for the public transportation sector;
  • Mainstream the climate risk and vulnerability assessment of public transport sector to the LPTRP process;
  • Develop the process to integrate the climate-sensitive LPTRP to the CDP process

RESPONSIBILITIES AND SCOPE OF WORK

Under the Urban-Act project, the Firm/Consultant will perform the following:

  • PHASE I. Develop a tool to assess the climate-sensitivity of the Pilot Cities' CDP and LPTRP
  • Formulate an assessment tool that describes a climate-sensitive CDP and LPTRP. (Note: The tool can be in checklist, tabular, or narrative report form, or a combination of these.)
  • The assessment tool must include sets of criteria for a climate-sensitive CDP and LPTRP based on international and Philippine frameworks, policies and reports
  • The assessment tool must be aligned with relevant guidelines and policies on CDP and LPTRP formulation, including but not limited to:
    • DILG MC Updated Guidelines on the Assessment of CDPs of Cities and Municipalities)
    • DILG and DOTR JMC Guidelines concerning the Local Public Transport Plan
  • The assessment tool must consider and build upon the following documents developed by the Project Team
  • Draft assessment framework integrating low-carbon and resilient development into the CLUP and CDP
  • A review of related studies on strategies supporting the implementation and mobilization of sustainable transportation systems in development planning
  • Apply the tool to assess the climate-sensitivity of the CDP and LPTRP of the Pilot Cities
  • Assess the CDPs and LPTRPs using the developed tool
  • Perform a gaps analysis of the current state of CDPs and LPRTPs versus the desired state as outlined by the tool as part of the assessment
  • Recommend actions towards enhancing the climate-sensitivity of the CDPs of Urban Act Pilot Cities
  • Based on the gaps analysis, recommend actions (e.g., policy instruments, additional data and analysis, focus areas) to enhance the climate-sensitivity of the CDPs and LPTRPs of Urban Act Pilot Cities
  • PHASE 2. Develop a methodology for assessing the climate risk and vulnerability of the public transportation sector in the Philippines.
  • Identify indicators and a scoring system (exposure, sensitivity, and adaptive capacity) for the climate risk and vulnerability assessment of the public transportation sector
  • Review international and Philippine frameworks, policies and tools relevant to the climate risks of the public transportation sector, including but not limited to the New Urban Agenda, Climate and Disaster Risk Assessment (CDRA), Provincial Climate Risk Diagnostics, and the LPTRP Manual
  • Identify indicators from the existing CDRA Guidelines that can be used for assessing the climate risk of the public transportation sector
  • Identify indicators from related literature that are applicable to the Philippine context
  • Determine data collection methods for each indicator that Philippine LGUs can perform.
  • Develop a Risk Score Matrix for the climate vulnerability and risk assessment of the public transportation sector based on the Risk Score Matrices in the CDRA Guidelines
  • Develop the process for the climate risk assessment of the public transportation sector
  • Propose the steps and guidelines to conduct the climate vulnerability and risk assessment
  • The process flow must be in line with the current data collection and data analysis schemes that the Philippine LGUs are already using which may include geospatial analysis using Geographic Information System tools and spreadsheet-based methods.
  • Pilot the methodology using the details of one pilot city
  • PHASE 3. Develop the guidelines and process of integrating the climate risk and vulnerability assessment of the public transportation sector into the current LPTRP process
  • Conceptualize a framework for mainstreaming the developed climate risk assessment of the public transportation sector into the current LPTRP process.
  • Detail the process of integrating the climate risk and vulnerability assessment of the public transportation sector into the current LPTRP in a draft guidebook format similar to the current local planning guidelines such as the risk-informed CDP, CLUP guidebook, CDRA manual, LCCAP manual, and the like
  • Conduct consultations with the DILG, DOTr (particularly the LTFRB), and Urban-Act Philippines Pilot Cities throughout the development of the draft guidebook
  • PHASE 4. Develop a guidebook on how to mainstream the climate-sensitive LPTRP into the CDP process
  • Conceptualize a framework for mainstreaming the climate-sensitive LPTRP into the CDP process
  • Emphasize entry points in the CDP process for mainstreaming public transport planning
  • Co-design the framework with relevant project stakeholders such as the Project Team, Project Consortium, regional partners, relevant national government agencies particularly the DILG, and pilot cities to ensure alignment with existing frameworks
  • Develop a draft guidebook for mainstreaming climate-sensitive LPTRP into the CDP, in a draft guidebook format similar with current local planning guidelines such as the risk-informed CDP, CLUP guidebook, CDRA manual, LCCAP manual, and the likes

As part of the work, Firm/Consultant is expected to conduct research and participate in meetings and consultations with the Urban Act Philippines Project Team; the Project Consortium; regional partners such as Urban-Act Regional Team members and German universities; national government agencies including but not limited to the Department of the Interior and Local Government (DILG), Department of Human Settlements and Urban Development (DHSUD), Department of Transportation (DOTr), and National Economic and Development Authority (NEDA),and; the pilot cities and its operational partners such as identified state universities and colleges (SUCs) and local universities and colleges (LUCs).
