Overview

The USAID- funded Advancing Basic Education in the Philippines: ABC+ project is currently accepting applications for Educational Assessment and Intervention Specialist. This activity will work with the Government of the Philippines' Department of Education to support improved literacy, numeracy, and social and emotional learning (SEL) in grades K-3. The project will target select regions in the Philippines that include Regions V (Bicol) and VI (Western Visayas), BARMM, and other ABC+ expansion Regions. The position will be based in Manila and reporting directly to the Deputy Chief of Party-Technical Programs.

In collaboration with the ABC+ technical team, the Educational Assessment and Intervention Specialist will be responsible for providing technical assistance in the development of assessment resources for teachers and learners and facilitate development and design of early grade interventions ensuring their availability across a variety of platforms. The ABC+ technical team will collaborate closely with the technical counterparts in the Department of Education to ensure alignment of programs and activities with the MATATAG Agenda.

Responsibilities

Essential Duties:

  • Provide technical inputs in the design and development of various learning assessment resources for literacy and numeracy for K-3, in support of core programs within ABC+ such as Beginning Reading Program, Early Numeracy Initiative, and School Reading Readiness model, as well as assessment initiatives for literacy and numeracy (i.e. Comprehensive Rapid Literacy Assessment, Rapid Math Assessment).
  • Review and provide technical support in the development of materials including facilitator manuals, participant manuals, parent guides, Learning Action Cell (LAC) resource kits, and other materials that will be used in the project's professional development programs, especially in topics related to assessments and intervention programming (i.e. remediation, Catch- Up program, support to curriculum implementation).
  • Support the development of additional early grades literacy and numeracy modules and learning activity worksheets, as a means of learning checkpoints or formative assessment.
  • Facilitate and collaborate in the development of early grade teaching and learning resources, training programs, classroom monitoring protocols, and tests and assessments, including CRLA, RMA, EGRA/EGMA.
  • Support the ABC+ technical team in engaging DepEd at the central bureau, region and division levels to collaborate on how this activity can support the Department's efforts in the use of these materials vis-à-vis the MATATAG program priorities.
  • Participate as resource person in training activities or coaching and mentoring sessions.
  • Contribute to the tracking of key performance indicators and the generation of lessons learned from technical activity implementation.
  • Contribute to regular policy and technical dialogue with DepEd and other relevant agencies with respect to assessments, interventions, and remediation initiatives.
  • Contribute to quarterly and annual reports, presentations to USAID, the government counterparts, and other development partners, and other reports as needed.
Qualifications

Minimum Requied Education and Experience

  • Master's degree in education, assessment & evaluation, policy, or a related field with 8 years of relevant experience or Bachelor's Degree and 10 years of relevant experience in teaching and learning materials
  • With solid understanding and experience in the development of learning assessments, intervention, and remediation initiatives, and relevant policies surrounding these technical
  • Experience in working with Philippine government/basic education system and good knowledge of Philippine stakeholder map in basic
  • Experience in meaningful collaboration with government counterparts and local capacity
  • Strong familiarity with mother tongue-based multilingual education, preferably in the Philippines, is
  • Prior experience with the development of early grade teaching and learning resources, training programs, classroom monitoring protocols, and tests and assessments, including EGRA/EGMA, is an advantage
  • Familiar with navigating various multi-media platforms for teaching and learning resource development (i.e. print, video, online tools)
  • Familiarity in designing and handling online or hybrid learning delivery and navigating Learning Management tools and technology is an advantage
  • Is knowledgeable in software applications such as Adobe InDesign, Adobe Creative Suite, Canva, and other similar applications, an advantage

  • Proven ability as a facilitator/trainer and
  • Strong interpersonal skills and ability.
  • Strong oral/written communication skills, experience in process documentation a plus
  • Ability to work effectively as a team member and
  • Must be professionally proficient and fluent in written and spoken English. It is preferred, but not required, that the candidate be conversant and fluent in Filipino and/or other local
