Program Background

WCS's office for the Southeast Asian Archipelago (SEAA) region is responsible for WCS conservation programs in Indonesia, Malaysia, and the Philippines. The SEAA region contains the third largest expanse of tropical rainforests and the majority of the Coral Triangle, the global centre of marine biodiversity. The region includes over 25,000 islands and comprises the world's second, third, and sixth-largest islands (New Guinea, Borneo and Sumatra). Our current efforts focus on protecting Nature's Strongholds, including the Leuser Ecosystem and Endau Rompin landscape and some of the region's most important coastal ecosystems, including coral reefs, mangroves, seagrasses, and tidal wetlands, including in the Bohol and Sulu Seas (Philippines), North Sulawesi, North Maluku, Aceh, West Nusa Tenggara (Indonesia), and Sarawak (Malaysia).

Within the SEAA region, WCS has operated for many years in Indonesia and Malaysia. In the Philippines, WCS has recently opened a branch office and, leveraging its historical project-based legacy, is now, together with local partners, designing a conservation program that will complement the many ongoing terrestrial and marine efforts in the Philippines. We are implementing an ambitious site-based conservation program, along with government, civil society, and NGO partners, and building out a knowledge base to inform WCS's broader conservation strategy and approach in the Philippines.

WCS's initial project-based focus is on marine conservation through the MPAs and small-scale fisheries of the Bohol Sea, adopting an integrated (land-sea) and ecosystems-based approach to conservation, including enhanced protection of endangered, threatened, and protected species. The work will be implemented in partnership with the local community, peoples' organizations, and other NGOs/academe and delivered in close coordination with government agencies. Our work also sees us supporting national Philippine government plans for high-quality, evidence-based, inclusive, equitable, and effective area-based conservation.

Position Summary:

WCS Philippines is seeking a highly skilled and experienced monitoring, evaluation, and learning lead who will lead the design, coordination, and implementation of monitoring and evaluation (M&E), research, and learning framework of the WCS Philippines Marine Program and relevant projects. The Specialist will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by projects. Additionally, this role includes designing and implementing training programs to enhance the skills and capabilities of staff and partners.

Primary Responsibilities:

Monitoring and Evaluation

  • Develop and implement M&E frameworks, templates, and strategies for ongoing and new projects in line with the Marine Program objectives.
  • Design M&E tools and ensure proper data collection, analysis, and reporting.
  • Coordinate with project teams to ensure timely and accurate data collection.
  • Conduct field visits to monitor program activities and verify data accuracy.
  • Analyze M&E data, performance indicators, and prepare comprehensive reports for stakeholders/donors.
  • Ensure compliance with donor requirements and organizational standards, including Environmental and Social Safeguards.
  • Provide regular feedback, analyses, and assessments to the Country Director and Program Managers on the impact and effectiveness of marine program deliverables.

Learning and Knowledge Management

  • Facilitate the documentation and dissemination of best practices and lessons learned.
  • Develop and implement learning agendas and knowledge-sharing activities.
  • Organize learning events, workshops, and seminars to promote knowledge exchange within WCS and between partners.
  • Create and maintain a repository of M&E and learning resources.

Training and Capacity Building:

  • Assess training needs and develop tailored training programs for staff and partners.
  • Oversee implementation of training sessions.
  • Conduct workshops on M&E, data management, and reporting.
  • Develop training materials, manuals, and guidelines.
  • Provide ongoing support and mentoring to staff and partners to strengthen M&E capacities.

Technical Support:

  • Provide technical assistance and guidance on M&E activities to project teams.
  • Assist in the development of proposals, including the design of M&E plans and logical frameworks. Advise program unit leads and needed project revisions as needed.
  • Collaborate with external evaluators and researchers as required.

Program Compliance

  • Ensure the maintenance of robust and secure data management systems between program units.
  • Ensure compliance of M&E plans of subgrantee, contractors and partners.
  • Oversee data quality assurance processes and content review of reports
  • Support the integration of M&E data into program planning and decision-making.

Other Tasks

  • Support administrative and technical coordination of national engagements and partnerships.
  • Contribute to and provide inputs to work and financial plans, project reports, baseline data, tools and indicators for monitoring and evaluation, collection / sharing of lessons learned, and funding proposals.
  • Prepare, monitor, and report field activities, cash advances, and liquidation/expenses.
  • Assist in vendor and supplier listing, when necessary.
  • Perform any other duties as may be assigned from time to time.

Position Requirements and Competencies:

  • Master's degree in environmental or conservation management and other relevant fields.
  • Minimum five years of experience in MEL activities.
  • Knowledgeable on integrated (marine, terrestrial) biodiversity monitoring methods.
  • Prior experience with international donors and indicator frameworks.
  • Proven track record of managing and coordinating multiple projects; including planning and budgeting.
  • Knowledgeable in databases, program and project monitoring tools, and quantitative data collection.
  • Demonstrated experience in implementing/testing learning and training frameworks.
  • Strong writing, analytical and problem-solving skills. Ability to write effective reports to various audiences.
  • Excellent interpersonal and communication skills with the ability to work effectively with diverse stakeholders.
  • Excellent interpersonal and communication skills, and proficiency in spoken and written Filipino and English.
  • Preferably can speak and understand Bisaya.
  • Must demonstrate good coordination, organization, and time management skills.
  • Strong problem-solving skills. Comfortable in participating as an effective individual contributor, leader, and listener.
  • Start-up and service-oriented mindset, willing to support a dynamic team and a variety of tasks to ensure program growth and sustainability.
  • Must have significant attention to detail, be well organized, self-motivated, honest, resourceful, effective, and efficient with the ability to prioritize.

  • Flexibility to work overlapping hours with teams located in different time zones.
  • Willing to travel and work in conservation sites within the Sulu-Sulawesi Seascape.
