About the Role:

BRAC International (BI) is seeking a Project Manager, Early Childhood Development (ECD) in Philippines who is aligned with it’s ethos of working in partnership with communities to create impact for scale. The Project Manager is responsible for the overall management of the project. She/ he will define the goals of a project, create a plan to meet the goals, outline deliverables and tasks, assign duties and ensure proper completion, monitor progress and course correction to achieve desired outcomes as well as provide technical support of the ECD project and integrate its activities with BRAC Philippines activities. S/he will also ensure that the core values and mission of BI are upheld, promoted, followed, and applied across ECD programme in Philippines.

Key Responsibilities:
Strategic and quality planning, development, and management of the ECD project with adherence to the monitoring system

that the ECD project develops a high-quality strategic work plan, policies, and procedures relevant to the local context and organizational priorities.crucial actions required for project setup, governance, and operational planning to ensure timely and accountable delivery of project activities.the planning, quality implementation, monitoring, and evaluation of the activities under the ECD project through support supervision and conforming to the set guidelines. Such activities include:

-Development and review of important documents and materials, e.g. curriculum, training manual, project operation manual, brochure, conference paper etc.

-Conduct staff training, attend seminars and conferences at the local, national, and international level.

-Conducting field visits.

-Program review:

Identify sector challenges and assess needs to develop appropriate interventions fitting the Philippine contextEnsure proper and transparent management of resources and establishment of reporting systems for the activities under the ECD project in accordance with the policy and procedures of the organization, government, and donors.

Ensure financial viability of the ECD project, strategic partnerships, and resource mobilisation as well as compliance with the audit guidelines

Support proposal writing, grants acquisition, and management for the project to ensure the long-term health of the portfolio and achievement of annual targets.Promote financial sustainability of the ECD project through effective budget administration and resource development.Ensure that adequate systems are in place, followed, and monitored, regarding the ECD project procurements, management, and maintenance of project assets and inventories.Ensure that the project complies with internal and external audit guidelines and reports.

Boost knowledge management, communication, and visibility of the ECD project

Support the development of a brand of the ECD project and represent ECD among the key stakeholders.Prepare and submit standard monthly, quarterly, and annual reports and other supporting documents to the Supervisor and relevant partners.Timely deliver the donor report and queries.Prepare MOUs, TORs, and concept notes for research on ECD issues in conjunction with internal and external stakeholders.Maintain smooth communication with the BRAC International (BI) ECD and BRAC Institute of Educational Development (IED) teams.

Attract, build and manage highly motivated, competent, and result-oriented staff and leaders for effective delivery in the ECD project

Work with the human resource department in directing and managing staff in the ECD project while focusing on supervising, appraising, and developing individual capabilities appropriate to the present and future strategic and operational needs of the project.Uphold, promote, follow and apply the vision, mission, and core values of BRAC.Sensitise staff about their benefits, allowances, and growth opportunities and lobby for more.

Manage and uphold the implementation of BRAC policies including an effective safeguarding policy

Establish a safeguarding culture across all the levels of the project by implementing the safeguarding policy. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.Responsible for ensuring team members are appropriately trained, supported, and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Experience Requirements:

Minimum 05 years of relevant experience working in developmental community mobilisation, especially involving Early Childhood Development or Education in a supervisory role in a reputable organisation, preferably in the NGO setting.
