National Project Officer for Volunteer Service

Position Puspose:

The position is responsible for the implementation of project activities of the Resilience and Adaptation to Climate Hazards (REACH) Project in partnership with the IFRC and ZCRA. Specifically the (1) information dissemination on the program and PRC, (2) supervision, engagement, and retention of RC143 Volunteers of the project, and (3) coordination, implementation, and reporting of project activities.

Duties and Responsibilities

A. Program Management (10%)

  • Coordinate with the NPC, Chapters, Branches, and/or various offices on the effective implementation of activities of the Project REACH, including the operational plans and budgets
  • Formation and recruitment of RC143 (Chapter, Municipal and Barangay Level minimum of 44)
  • Training of RC143 Volunteers
  • Assigning RC143 point of contact (PoC) in every Barangay. a minimum of 6 per
  • Support the NPC for management of the project in compliance with PRC, IFRC, and ZFRA standards
  • Implement strategies for program implementation
  • Contribute to overall IFRC, ZFRA, and FRA Ph Project reports
  • Participate in the evaluation of the results and impact of the program

B. Partnership Coordination & Reporting (10%)

  • Reporting daily/weekly or monthly for mobilization of RC143 volunteers
  • Documentation and Recognition
  • Liaise with PRC offices and partners in project planning and implementation
  • Participate in meetings and prepare required documents and information as needed
  • Coordinate/meet with the IFRC Philippine Delegation as needed
  • Support VS programs/activities (e.g OPCEN Duty, VS Events, Volunteer orientation etc.)

Qualifications/Minimum Education

  • University degree in a relevant field or an equivalent combination of education and experience (i.e. relevant certification and extensive relevantexperience)
  • Demonstrated knowledge on national and regional strategies, global trends fro disaster risk reduction, public health in emergency, capacity building initiatives and cross-cutting themes
  • Demonstrated experience in program management, team support and partnerships

Work Experience & Skills

  • Experience in coordination with stakeholders (required)
  • Experience in program management, planning, budgeting and administration (preferred)
  • Experience in disaster risk management or organizational development (preferred)
  • Experience in report writing and evaluation (preferred)
  • Experience in the RCRC Movement (preferred)

  • Fluency in English/Tagalog and other regional langauge/s

Equipment Used: Computer, scanner, printer, copier, telephone, data collection tools

Working Environment: Office based with extensive field visits
