What's The Role
The D&R SPM will report to the East Major Projects Lead and will deliver the following:

  • Provide HSSE Leadership to the community and delivery Goal Zero for the portfolio through the implementation of the required T&S Construction Safety program, while delivering the project on cost, on time and on quality.
  • Manage the portfolio of D&R activities within East T&S
  • Work in tandem with the rest of the major projects team to integrated the portfolio of asset integrity, maintain margin, growth and D&R projects
  • Deliver top quartile projects
  • Support the terminal transformation initiatives (Integration of inspection, maintenance and projects; and delivering the maturity of IAPS – Integrated activity, plan and schedule)
  • Leverage the Multi-Year Project approach, to optimize Engineering Management and Contracting Strategy across the Region, ensuring harmonization of Design activities through the design Centers and the establishment of EFA's with selected Core Vendors for project execution across the Region.
  • Setting up a center of excellence for demolition and restoration within T&S
  • Coordinate D&R activities across the Region to ensure standardization. Roll out improvement tactics to improve consistency and adaptation of best practice
  • SCRUM/Agile Focal point for the region and act as SCRUM/Agile coach for east practitioners
  • Deliver D&R activities to the satisfaction of the DRB and BOM
  • Work with BOMs within the portfolio to manage the opportunity delivery
  • Oversee the plan, control and execution of the project to deliver the project premise, ensuring cost, quality and schedule
  • Manage internal and external stakeholders, ensuring execution strategies and plans are aligned to expectations
  • Manage the Project according to the Opportunity Delivery Model Manual, which is the scaled ORS project management process for T&SO organization. As part of this deliver the objectives of the Group PMF (Project Management Framework): Deliver Goal Zero, Deliver Successful Start Up & Operations, Deliver Efficient Execution, Deliver Competitive & Affordable Scope, Realize Business Case Value, Apply ODM.
  • Manage the different interfaces with the different workstreams and parallel projects in the facility
  • Actively identify project risks, providing solutions and opportunities for synergy with the site
  • Monitor site activities and queries from the contractors and across project team to ensure key project decisions are made on time
  • Ensure appropriate stakeholder change and communication plans and engagements are developed and executed
  • Serve as champion of the process to drive maximum opportunity value by supporting the business to ensure "the right project" and "do the project right"
  • Establish the required Project Management Team task force, allocating the necessary resources to lead the project to deliver the desired GIP outcomes. This will include establishing the required EPCM/EPC contract with the selected Engineering Services Provider as well as mobilizing the Owner organization, leveraging both the T&SO Engineering Team and P&T support as needed.
  • Work closely with the BOM and with the DRB to ensure a proper management of the project planning, funding and risks, enabling the DE to take informed decisions. Support the BOM in the licensing and permits activities as well as in managing relationship and communication with key Stakeholders.
  • Finalize the front-end development to detailed design and managing the Execute phase, coordinating the required procurement, contracting phases and then ensuring the required Project Engineering, Construction and Contract Management, Construction Safety, QA/QC, Operations readiness and Commissioning & Start up activities. Hand over the project to Operations assuring the update of DGAME as required.
  • Manage the overall process for the appointment of contractors for the EPCM/EPC Services and for the various equipment and construction packages. Develop, implement and execute strategy for the commercial aspects of the project, including, vendor identification and qualification (beyond green-banding), tender preparation, invitation to bid, technical and commercial evaluation and award.
  • Assure the required Technical Authority controls are applied to the Project (PCAP), as well as the required Project Assurance activities are planned and executed as required.
  • Establish optimal project planning, expediting and reporting structure, with efficient cost control and schedule control processes.
  • Manage the Engineering Services Provider to work to the agreed EPCM/EPC deliverables and ensure the expected outcomes are achieved, including design engineering packages, technical specifications, permits & licenses, tender documents, construction management, construction safety, QA/QC, operations readiness reviews, commissioning and start up, update of DGAME and hand over to Operations, project control and reporting .
  • Prepare all relevant project execution procedures, specification and documentation that will be required to manage the project and report progress.
  • Ensure proper project engineering, construction management and construction safety structure and resources are in place. Set the expectations for Construction contractors through effective post award contract management and spending time in the field. Coordinate personnel and Contractors to assure that field activities are completed safely, on time, within budget and in accordance with the design requirements.
  • Lead Project to Asset activities and turnover activities.
  • Work closely with operations and HSSE team to manage all interfaces to deliver expected outcomes to the business and contributing to the One Team One Mindset journey.
  • Assure the Project Process satisfy the DGAME Manual requirements, with particular regard to the update of DGAME before Statement of Fitness is granted for new assets, as well as satisfying the requirements of the AIM-EDMS for the purpose of archive of Projects' documentation;
  • Deliver the planned Assurance activities on the Project, leveraging the Global Engineering Network and P&T Project Services Team for the required support; take on board and share learning across the organization, driving continuous improvement;
  • Establish optimal contracting & procurement strategy for the project, enabling flexibility of project resources through outsourcing, enabling delivery on Safety, Quality and Cost performances;
  • Ensure the Capital Program reporting, through the PMR platform, with proper coordination with the broader T&S and DS Capital reporting process;

What You Bring

  • Bachelor's degree in Engineering (Civil, Mechanical, or related discipline preferred).
  • Minimum 10 years of end-to-end project management experience, including planning, execution, and delivery.
  • At least 5 years of specialized experience in demolition and restoration project management.
  • Proven expertise in mechanized demolition using heavy machinery and dismantling operations.
  • Familiarity with heavy equipment operation and coordination for mechanized demolition.
  • Ability to manage complex projects in hydrocarbon facilities and petrochemical environments, ensuring compliance with industry standards.
  • Strong leadership and stakeholder management skills.
  • Excellent problem-solving and decision-making abilities under high-pressure conditions.
  • Strong communication and coordination skills for cross-functional teams.
