The Position
The National Programme Officer - Gender/GBV Coordination analyses and assesses relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA's programme/project related to gender equality and women's empowerment in the Philippines, especially prevention of and response to gender-based violence. In the Philippines, UNFPA has developed its new five-year 9th Country Programme The 9th CP is tightly aligned with the mid- and long-term development goals of the Philippines and Ambisyon Natin 2040, as well as the global Agenda 2030 including the Sustainable Development Goals (SDGs).

Job Purpose
Working within a complex development context, you as National Programme Officer will support the effective management of UNFPA activities to advance gender equality and eradicate GBV, and mainstream gender in other UNFPA priority areas including population and development, sexual and reproductive health and rights, youth empowerment, and humanitarian action. Through substantive analysis and assessment of political, social and economic trends as well as data collection and evidence generation, you will contribute to project formulation, implementation, monitoring, results reporting, policy advocacy, and alliance building. You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.
Main Tasks And Responsibilities
You as National Programme Officer, Gender/GBV Coordinator would be responsible for:
Technical Support and Programming
- Analyze and interpret the political, social and economic environment relevant to population and development, sexual and reproductive health (SRH), FGM, HP and GBV as well as gender, and identify opportunities for UNFPA assistance and intervention;
- Keep abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepare briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
- Contribute in the development/strengthening of comprehensive CEFMU, Harmful Practices (HP) & GBV interventions in development coordination mechanisms in place at all levels including ensuring compliance with minimum standards in case management meetings;
- In collaboration with Government counterparts, NGOs and other partners, contributing to the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures;
- Disseminate, use and systematically apply standard guidelines and protocols and related instruments during assessment, planning and implementation of CEFMU, HP & GBV programming;
- Use this information to develop/update CEFMU, HP & GBV action plans and help to bring innovations to programming in collaboration with various sectors/clusters and the network of partners within the areas of CEFMU, HP & GBV and gender;
- Support development of proposals and engage in resource mobilization efforts to support joint programming and strengthen coherence in programme delivery;
- Provide technical support to the development of relevant advocacy and policy documents to address CEFMU, HP & GBV and broader gender issues at all levels, particularly at decentralized level
- Developing results-based annual work plans and budgets related to the CO's partnership and coordination efforts.
- Prepare periodic progress and annual reports (including financial reports and reports on distribution and use of assets, equipment and supplies) using UNFPA's Result Based Management approach, substantive analysis of related issues and way forward;
- Provide technical support as needed to implementing partners to undertake multi-sector interventions and contribute to strengthening local capacity to strengthen national mechanisms for human rights violations as these relate to women and girls and gender based violence.
- Capitalizing on UNFPA's convening role by mobilizing various stakeholders from government, civil society, private sector, co-UN agencies and development partners around the GBV Transformative Result; ensuring that the policy and programmatic coordination mechanisms established for this purpose, particularly where UNFPA co-leads with government, are organized, functional, and able to jointly and proactively identify issues and formulate recommendations on how the protection of women and girls are recognized and fulfilled whether in development, humanitarian or peacebuilding contexts.
- Contribute to mainstreaming and integration of Gender, GBV and Harmful Practices initiatives in the CO's humanitarian programming continuum (before, during and after an emergency) at the national and local levels.
- Designing and implementing initiatives to better position Gender/GBV and Harmful Practices among the leading priorities of the UN Country Team through inter-UN coordination mechanisms.
- Performing any other duties as requested by the UNFPA Representative.
Education
Qualifications and Experience:
- Advanced degree in gender studies, law, humanitarian law, anthropology, sociology, social science, political science, development studies, international studies and/or other related social science disciplines.
Knowledge And Experience
- Two (2) years of professional experience in the field of development assistance, with focus on gender/GBV programming
- Practical experience in design, monitoring and evaluation of development projects and policy dialogue / advocacy
- Field/community based experience is an asset
- Initiative, passion and commitment to UNFPA's mission and professional values
- Knowledge of current developments in the fields of Sexual and Reproductive Health, Gender Equality, Youth Empowerment, and Population and Development
- Ability to research and analyze trends, opportunities and challenges on the organization's interested areas, and synthesize information
- Ability to express clearly and concisely ideas and concepts in written and oral form
- Proven interpersonal skills and ability for relating, networking, persuading and influencing
- Able to represent the organization in external relations with e.g. high ranking representatives from government, donors, private sector, foundation, etc
- Ability to work in an international and multicultural environment
- Willingness to travel to remote parts of the country
- Experience using office software packages and web-based management systems
