Purpose:
Programme Assistant (PA) for Adolescent and Youth (A&Y)
The Programme Assistant contributes to the implementation of UNFPA's 9th Country Programme by providing technical and administrative support in the day-to-day management of UNFPA programmes and projects. The PA will be primarily responsible for assisting the Adolescent and Youth Unit in ensuring that UNFPA and implementing partner-executed work plans are prepared and implemented in accordance with the vision and technical direction of the CP and consistent with UNFPA organizational policies and procedures. S/he contributes to the generation of substantive knowledge by compiling, synthesizing, and analyzing relevant information from programme implementation to inform management action. S/he will help coordinate with government, non-governmental organizations, civil society, gender/youth groups, multilateral and bilateral donor agencies, United Nations agencies, and other development/humanitarian organizations.

Under the day-to-day guidance of the CSE Coordinator, the Program Assistant will carry out the following tasks:
Programme Support:
- Assist in the formulation of Work Plans and other UNFPA programming and reporting documents, including the review of Quarterly Work Plan Progress Reports and financial reports submitted by the implementing partners;
- Implement corporate systems and applications in support of finance and country office and partner operations, and train implementing partners staff in the use of these corporate systems;
- Assist in the preparation of the programme budget, ensure financial transactions are in accordance with UNFPA financial rules and procedures, and support the monitoring of programme financial performance of UNFPA Execution budget by providing necessary financial information and analysis through conduct of Periodic Review of the Budgetary and Administrative requirements of the programme for the implementation period;
- Raise requisition in Quantum for processing of payments to vendors/suppliers and effect timely closure of all unwanted requisitions
- Assist in preparing travel-related documents of unit programme team members as well as ensuring back to office travel documents are submitted and settled in a timely manner
- Draft and review routine correspondence and documents and make follow-ups.
- Provide administrative support in organizing, arranging, and coordinating various meetings and/or events of the unit
- Maintain and keep programme implementation-related files such as directories, reports, liquidations, inventories and update records in prescribed format for subsequent use.
- Maintain and keep current registers and control plans on the status of projects at the formulation, implementation and operational stages.
- Perform other duties as assigned by the supervisor.
Communication and Strategy:
- Assist in researching, drafting, and preparing materials, reports, events, and presentations for partnerships and communications;
- Assist in monitoring partnerships, news media, social media, including diplomacy strategies in support of UNFPA's partnerships and communications work;
- Assist in developing and disseminating press releases, newsletters, reports, and other communication and partnership materials.
- With coordination from the programme team, support coordination with partners and donors to amplify UNFPA's messaging during events and campaigns.
- Assist in coordinating with program teams to highlight success stories and human-interest features for strategic communication of results
- Support the development and execution of the UNFPA Philippines long-term communication and resource mobilization plan.
In coordination with the direct supervisor, perform other tasks assigned depending on the workload with the programme team and priorities of the day.

The Monthly report described above will be prepared by the Consultant, reviewed, verified and approved by the CSE Coordinator and Media and Communications Analyst.
Supervisory arrangements:
The Program Assistant will work under the overall supervision of the Assistant Representative and the direct supervision of the CSE Coordinator. He/she will also work in coordination with the Sexual and Reproductive Health, Population and Development, Gender, Humanitarian, Field, Partnerships and Advocacy, Monitoring and Evaluation, and Operations teams to ensure alignment with the 9th CP outcomes, outputs, and timeline.
Expected travel:
The Program Assistant is expected to travel to programme sites (as needed)
Required expertise, qualifications and competencies, including language requirements:
Qualifications and Experience
Education:
- Secondary Education with five (5) years of work experience OR Bachelor's degree with four years of relevant work experience
Knowledge and Experience:
- Relevant experience in administration, finance and project management
- Experience in budget preparations and monitoring will be an advantage
- Proficiency in MS Excel, Word, Powerpoint and other relevant computer applications
- Satisfactory writing and communication skills
- Ability to organize work effectively and to meet planned deadlines
- Ability to work harmoniously with persons of different backgrounds in multicultural environment
- Experience in working with government and non-governmental organizations
- Familiarity with UN policies and principles will be an advantage
Languages:
Fluency in English and Filipino

Mobile Communication Allowance per month based on the approved/standard CO allocation

Working closely with the JPARAP Team: UNICEF and WHO and their implementing partners, UNFPA implementing partners such as but not limited to ZFF, CHSI, and other development and humanitarian partners, regional and provincial counterparts of national agencies such as DOH, DepEd, DILG, and local government officials (i.e. governor, mayors, local health bodies, population officers, and SKs) in UNFPA-supported sites and other relevant strategic partners under the 9th CP
