Role description

Scope of Work/Responsibilities

The Senior IT Project Manager is part of the project management pool of ITD. The role will have a matrix reporting line functionally to the PgM or PdM, of the designated Division, for the duration of the project and administratively to the IT Specialist (Portfolio Management) under the Advisor, IT Governance and Data Management. The time spent once deployed to a project shall be charged to the project's budget.

Duties and Responsibilities

1. Manages the delivery of the project scope in balance with the timeline and budget by:

2. Managing the project's workplan and supporting plans to track progress and status of identified and established milestones.

3. Managing the communication plan and executing internal and external communication with project team, business partners, ITD, vendor to ensure efficient information dissemination.

4. Working together with the PgM or PdM to keep the project on track by:

a. Managing and reviewing project schedule and budget utilization and taking actions required to ensure on track delivery. Management of Change Requests as needed.

Proactive management and periodic review of risks, assumptions, issues, and dependencies (RAID). Execution of mitigating actions in case risks are materializing to issues. Proactive issue resolution.

1. Guiding the project by application of ITD's Project Management Framework (PMF), the Implementing Guidelines for Financial Controls (IGFC), and other applicable guidelines (e.g. administrative order on procurement).

2. Authoring Business Cases as needed, for major enhancements to an existing product or for the delivery of a new product.

3. Preparation of Request for Procurement (RP) including supporting documents and support to process Purchase Order (PO).

4. Ensuring invoices are processed per agreed milestone payment schedule keeping disbursement schedule on track.

5. Expected to perform following tasks:

6. Development and timely management of project workplan and schedule.

7. Preparation of project management deliverables, e.g.:

a. Project Status Report (PSR) fortnightly, Budget and Procurement Report (BPR) monthly, update of the project budget in Apptio (TBM tool), update of RAID Logs monthly.

b. Presentation materials and minutes for the project steering committee (PSC) and stakeholder meetings.

c. Artifacts required for project related audits, e.g. health checks, IT attestation.

• Establishment and curation of the project collaboration site with project related artifacts and records.

• Transfer of knowledge to other program or project staff and personnel as needed.

• Performs other program or project-related work and outputs required by ITD.

Requirement and Qualification (Education & Work Experience)

• Bachelor of Science degree in Engineering, Computer Science or related fields

• 8+ years of Project Management proven by track record of IT software programs and projects.

• Proven track record of agile delivery methods.

Technical Knowledge:

• Knowledge and application of program and project management, including tools and techniques.

• Proven experience in strategic planning, risk management, vendor management, budget management, people management.

• Working experience with technical teams, ability to supporting progress of technical teams.

• Knowledge of application programming, database, system design. Understanding of software delivery lifecycle (SDLC).

• Awareness of adoption and change management as an essential aspect of most IT projects; and

• Preferably with knowledge of business benefit tracking for IT projects.

• Proven application of agile delivery frameworks, such as Scrum, Kanban.

Project Tools

• Proficient in project management software (preferably MS Project or Project Online)

• Proficient in MS SharePoint; advanced Excel, Powerpoint and Word skills.

Certifications:

• Must have either MSP, PMP, PRINCE2, AgilePM, or CITPM certified

• PMI-ACP, PSM/CSM, DA, SaFE, or ITIL-related certifications are preferred

• PSM (Professional Scum Master), SAFe certificates are preferred
