• Capex Projects

• Forecasting, Budgeting & Business Casing

• Prepare the cost assumptions (direct and allocated costs) for establishing the budget or financial forecast for nominated projects of the Territory.
• Prepare business casing for Territory-nominated projects, excluding those bizcasing prepared by other Globe team.
• In coordination with the NTG Capex team, plan and ensure proper Project Coding (Project ID) or Work Breakdown Structure (WBS) assignment to the approved projects.

• Project Expenditures Monitoring and Control

• Monitor the memo to spend raised by Territory with respect to its capex for new sites build, site expansion and others.

• Monitor the actual project expenditures via Purchase Request (PR)-Purchase Order (PO) or Request for Payment (RFP) raised.
• Monitor the actuals versus budget expenditures for each project.
• Based on the actual vs. budget monitoring, flag to the Territory the projects with delayed spending against the build timeline target or with early sign of deviation or trend of overspending.
• Review indirect or common costs allocation to the Territory's projects.
• Help determine opportunities for cost optimization, including alternative solutions with optimal cost.
• Obtain regular Goods Receipt (GR) and Assets Under Construction (AUC) reports on Territory-issued POs. Coordinate with the Territory and other teams (i.e., Acceptance Team, GR team, PPM team and FBA & NTG-SS PO Closure team) the necessary actions for timely GR posting, invoicing & settlement and closure of the POs.

• Territory Financial Management and Report

• Forecasting and Budgeting

• Prepare the cost assumptions for establishing the budget or financial forecast for each of the sites covered by the Territory.
• In coordination with Shared Services, plan for the cost center assignment to Territories and the expense accounts under its control or directly attributable to the site or Territory (e.g., site lease, utilities, direct maintenance,
• Review of Memo, Ariba PR, Maximo WPs and ELAS tickets
• Help the TPA review Memos, Ariba PR, Maximo WPs and ELAS tickets raised by the Territory.
• Ensure Territory proponents compliance to the Company's governance and policies in those transactions. Help the TPA provide financial advisory and insights to the transactions raised by the Territory.
• Monitor the transactions raised by the Territory and help the TPA assess areas for improvement in governance policies & compliance.

• Project Post-Implementation

• Prepare a post-implementation review of the project, including an assessment of the actual Return on Invested Capital (ROIC).

• For projects eventually terminated or decommissioned, in coordination with the Fixed Assets Accounting team, assess the net book value of the project assets and flag to the Territory for the redeployment plan. Monitor the status and documentation of assets transfer based on the approved re-deployment plan.

• Reporting and Governance

• Help the TPA prepare the reports on Territory's capex projects.

• Help the TPA set necessary meetings with the Territories for discussion of any financial concerns on Territory's capex projects.
• Execute any additional jobs assigned by the TPA relevant to the capex projects of the Territory.

• Accounts Payable

• From the monitoring of the actual project expenditures (capex) via Purchase Order (PO), regularly check from SAP the GR, Invoicing and Payment status of the POs.

• Obtain status report from the Build and Acceptance team/personnel within the Territory and validate the status with the Capex GR team of NTG-Shared Services.
• Prepare Status Report to provide insights on timeliness of the build vs. acceptance vs. GR posting, and monitor the Territory's resolution to delay in process, as well as NTG-Shared Services' resolution on GR posting process.
• Coordinating with the PPM team, validate the status of POs with vendor's invoices with the status of build or acceptance before the invoices become due. Help the TPA raise and resolve with the Territory or NTG-Shared Services team any issues on Acceptance/GR posting that delays valid payment to the vendors.
• Coordinating with the PO Closure Team, monitor the closure of GR and Invoicing/Payment status of Capex POs.
• Help ensure execution of PO closure ticking in the system.

• Other Jobs

• Execute any additional jobs assigned by the TPA to support the Territory's financial and commercial operations.

Qualifications:

• CPA minimum of 3-5 years
• Finance Accounting 3-5 years
• Management Accounting minimum of 3-5 years
• Accounting Graduate minimum of 5 years
