Role Overview

The
Head of Project Management Office (PMO)
will oversee the performance and governance of all projects under the
Integrated Services Delivery (ISD)
group, ensuring alignment with JCVA's strategic objectives, financial targets, and service excellence standards. The role is accountable for establishing consistent project management practices, driving operational discipline, ensuring project profitability, and serving as the primary link between project teams and the OCEO.

Key Responsibilities

Strategic Leadership

• Lead, manage, and mentor the ISD Project Management team (Fit-Out, Ground-Up, Hospitality & F&B, Engineering, Sustainability, Design & Build).
• Translate JCVA's corporate vision, mission, and strategic goals into executable project and PMO objectives.
• Partner with OCEO in business planning, forecasting, and strategic decision-making.

Project Governance & Delivery

• Establish and enforce PMO standards, methodologies, and tools to ensure quality, timeliness, and profitability of all projects.
• Oversee project performance, risk management, cost control, and client satisfaction across the portfolio.
• Implement a comprehensive governance framework for project monitoring, reporting, and escalation.
• Drive accountability for project KPIs including billing timeliness, EOT/VO approvals, cost discipline, and compliance with JCVA IMS.

Client & Stakeholder Management

• Serve as an executive-level contact for key clients, ensuring expectations are consistently met or exceeded.
• Provide regular portfolio performance updates and insights to the OCEO and other senior leaders.
• Strengthen collaboration between ISD, BD, Finance, and other corporate units.

Operational Excellence

• Introduce innovation and digital solutions (ERP, dashboards, automated reporting) to improve project delivery and governance.
• Ensure knowledge management, lessons learned, and continuous improvement are institutionalized across all projects.
• Monitor resource allocation, succession planning, and capability building for ISD teams.

Qualifications

• Bachelor's Degree in Engineering, Architecture, or related field;
  MBA strongly preferred.
• PMP certification required.
  Additional credentials (Prince2, PMI-SP, LEED AP, etc.) an advantage.
• Minimum
  15–20 years of progressive leadership experience
  in project management, with exposure to diverse sectors (commercial, industrial, residential, hospitality, infrastructure).
• Proven track record in managing large-scale, complex projects and multi-disciplinary teams.
• Strong financial acumen, with ability to drive project profitability and cash flow discipline.
• Excellent leadership, stakeholder management, and communication skills.
• Demonstrated ability to introduce process improvements, governance frameworks, and digital tools.
