Chief Risk Officer

RAFI Micro Finance, Inc. is looking for a mission-aligned, strategic risk leader to serve as its Chief Risk Officer (CRO). As a key member of the Executive Team, you will oversee the organization's entire risk posture—ensuring robust governance, regulatory compliance, and long-term sustainability while enabling responsible innovation and inclusive financial growth.

This is a high-impact leadership role for someone who understands risk as both a safeguard and a strategic advantage. You will guide risk strategy across domains such as credit, operations, fraud, compliance, environmental, reputational, and digital risk—embedding a proactive, enterprise-wide risk culture.

Strategic Risk Leadership

• Develop and drive an enterprise-wide risk management strategy aligned with RAFI MFI's mission and future growth.
• Serve as the lead risk advisor to the CEO and Board Risk Oversight Committee.
• Identify emerging risks and support enterprise resilience through data-driven monitoring and scenario planning.
• Champion a risk-aware culture across all levels of the organization.

Governance & Enterprise Risk Oversight

• Oversee all ERM domains: credit, operational, fraud, financial, reputational, and environmental.
• Maintain and update risk policies and frameworks in compliance with BSP and global standards.
• Lead internal Risk Committees and provide regular assurance reporting to the Board.

Fraud & Operational Risk Management

• Design and implement fraud detection systems, risk alerts, and operational controls.
• Conduct risk assessments and enforce internal control mechanisms (e.g., maker-checker, field risk flags).
• Lead business continuity planning and crisis response simulations.

Risk Finance & Insurance Strategy

• Develop and manage insurance strategies for credit, non-life, and asset-related risks.
• Monitor Total Cost of Risk (TCOR) and optimize risk-transfer arrangements.
• Collaborate with Finance on provisioning, capital adequacy, and RAROC (Risk-Adjusted Return on Capital).
• Ensure timely recovery of insurance claims and operational losses.

Integration with Strategy, Innovation & Growth

• Embed risk assessments in all new business initiatives, including digital transformation and product development.
• Partner with leaders to support responsible innovation and scalable financial solutions.

Regulatory Compliance & External Engagement

• Lead risk-related engagements with regulators, auditors, and insurance providers.
• Ensure ongoing compliance with data privacy, anti-fraud, and financial regulations.

Team Leadership & Capacity Building

• Lead and mentor a high-performing Risk Management Team.
• Build internal risk capabilities through training, tools, and coaching.
• Promote values-aligned, ethical, and responsible business practices.

• At least 10 years of progressive leadership in risk management, preferably in microfinance, banking, or financial services.
• In-depth knowledge of BSP frameworks, enterprise risk management, and local regulatory requirements.
• Proven ability to advise senior executives and Boards on risk strategy and governance.
• Strong background in fraud control, business continuity, and operational resilience.
• Proficiency in data-driven risk analytics, scenario modeling, and control design.
• Collaborative leadership style with a strong sense of ethics and mission alignment.

Preferred:

• Professional certifications such as CPA, CFA, CRMA, FRM
• Advanced degrees (e.g., MBA, Master's in Risk Management or Finance)
• Experience working with digital platforms and tech-enabled risk solutions
