  • Compliance and Permitting: Ensure adherence to environmental laws, including the Clean Air Act (RA 8749), Clean Water Act (RA 9275), Ecological Solid Waste Management Act (RA 9003), and Toxic Substances and Hazardous Wastes Control Act (RA This also involves securing and renewing all necessary permits, such as the Environmental Compliance Certificate (ECC), Permit to Operate (PTO) for air pollution sources, and Discharge Permits (DP).
  • Facility Operation and Maintenance: Oversee the proper performance, operation, and maintenance of all environmental management facilities, including wastewater treatment systems, air pollution control devices, and hazardous waste storage areas.
  • Monitoring and Reporting: Monitor the use of chemicals (especially those on the Priority Chemicals List), generation of solid and hazardous wastes, and the performance of pollution control facilities. They must promptly prepare and submit periodic reports, such as the Self-Monitoring Reports (SMRs) and Compliance Monitoring Reports (CMRs), to the DENR-EMB.
  • Incident Management: Report any environmental incidents, such as spills, leaks, or the breakdown of pollution control facilities, to the concerned EMB Regional Office within 24 hours of the occurrence or from securing the analysis results of any exceedance to standards.
  • Environmental Planning: Identify the significant environmental aspects and impacts of the establishment's operations and recommend mitigating measures in the formulation or review of the Environmental Management Plan and Contingency Plan.
  • Training and Awareness: Initiate and intensify environmental management activities and awareness campaigns within the organization to foster a culture of environmental stewardship among employees.
  • Coordination: Act as the primary officer to the DENR, and other regulating bodies, attending technical conferences, hearings, and meetings related to pollution cases.
