Job Summary

The Finance Operations Accountant oversees cash collection activities, validates financial transactions, and ensures the accuracy and integrity of financial records in line with accounting standards and internal controls. The role also contributes to budget preparation, financial reporting, audit processes, tax compliance, and initiatives aimed at improving the efficiency and accuracy of cash management operations.

Duties and Responsibilities

  • Receive remitted cash and corresponding collection receipts from the Cash Dispatcher, or directly from the Field Collector when the dispatcher is unavailable.
  • Accurately count, sort, and verify substantial amounts of cash received through various channels, including cash, checks, and electronic payments.
  • Input and maintain accurate records such as daily trigger logs, bank CIV, and eTap/ecPay monitoring dashboards for effective cash management, ensuring all transactions comply with accounting standards and policies.
  • Cross-check daily kiosk reports from the eTap and ecPay dashboards against actual cash collections to confirm consistency between recorded data and physical cash on hand.
  • Immediately report any discrepancies found to the supervisor, ensuring transparency and adherence to accounting protocols.
  • Support audits by compiling and providing necessary documentation and assisting in responding to audit-related inquiries.
  • Provide additional cash management support to other offices when there are staffing needs.
  • May be assigned to manage special projects (e.g., e-Puhunan) and complete them within designated timelines, handling the process end-to-end.
  • Ensure the safe handling and secure storage of cash, following internal control measures and security protocols.
  • Update and maintain the expense ledger daily, ensuring accurate recording of all financial transactions in line with key performance indicators (KPIs).
  • Reconcile daily financial transactions with bank deposit slips and accounts payable, in compliance with established accounting policies and procedures.
  • Provide necessary data and information to the Regional Finance Officer to aid in the preparation of monthly, quarterly, and annual financial statements and reports.
  • Consolidate daily cash management data manually for reporting and submit it to the Regional Finance Supervisor.
  • Assist the Regional Finance Supervisor in creating regional budgets, monitoring performance, and preparing monthly financial and budget forecasts.
  • Monitor budget performance, identify deviations, and recommend corrective actions when necessary.
  • Assist in both internal and external audits by supplying required documentation and addressing inquiries.
  • Support the preparation and filing of tax returns in compliance with applicable tax laws and regulations.
  • Maintain organized and secure records of all financial documents, including invoices and receipts, in designated storage areas.
  • Ensure all financial records are well-organized and easily retrievable for audits and internal assessments.

Qualifications

  • Must hold a Bachelor's degree in Accountancy or Financial Management.
  • Certification as a Certified Public Accountant (CPA) is an advantage.
  • Requires a minimum of two (2) years of relevant work experience.
