DUTIES AND RESPONSIBILITIES:
CONSTRUCTION PHASE
Pre-Construction
-Helps / orients the Contractors in the interpretation of the construction drawings & specifications for complete understanding and to avoid errors/delays caused by misinterpretation by conducting pre-construction meetings and by providing construction documents & pointing out its details
- Implements lot survey works prior to house construction to establish point of boundaries, references and elevations by conducting actual surveys based on the extracted lot data

Quality Control
-Inspects the construction activities of the housing/land development contractors and admin workers to ensure that the works are executed in accordance with the approved plans & specifications and that the materials used (by admin workers) are properly utilized by conducting actual inspection on a daily basis.
Inspects and conducts material testing on every stage of work to eliminate substandard materials being utilized by comparing samples against standard specifications & requirements.

Administrative Work
-Prepares and submits the bi-monthly and monthly accomplishment reports to the PM for approval/notation and submission to the Division Head & other department heads to monitor the the progress of works as per approved construction schedule by recording the actual accomplishments against the programmed tasks
-Communicates the decisions & directions of Management to Contractors to make certain that the orders are properly implemented by giving instructions on site during weekly coordination meetings.

Cost Analysis:
Evaluates and assesses the accomplishments of Contractors on a weekly basis and submits the findings to the Project manager to serve as basis in the evaluation of the Contractors' progress billing by indicating the value and actual works accomplished by Contractor.

Turnover Acceptance:
Conducts punch-list of all completed works on units to ensure that said units are ready & acceptable to the buyers/homeowners by pointing-out to the Contractors' progress billing by indicating the value and actual works accomplished by the Contractor.

PROPERTY MANAGEMENT
Turnover of Units
Coordinates with the Credit & Collection Account Officer regarding all the completed housing units for the scheduling of the homeowner's punch-listing and/or acceptance by issuing on a weekly basis a summary of all units ready for turnover
Assists homeowners on the turnover of their units to facilitate acceptance and submission of pertinent documents prior to move in by conducting a punch-list of the unit together with the homeowner & having it rectified for any defects spotted
RFO Maintenance and Repair of units (under warranties)
-Schedules repair works under warranties and maintenance works of RFO units to ensure that all complaints regarding units under warranties are immediately addressed and that all RFO units are adequately maintained by preparing the Bill of Materials for the repair works to be conducted on the units under warranties and spot checking RFO units under service maintenance.

DOR Implementation
-Monitors and implement the Deed of Restrictions on all moved-in Homeowners and on those with ongoing construction improvement works to maintain the uniformity of the subdivision in terms of aesthetics value and cleanliness by conducting regular on the spot inspection.
-Issues Notice of Violation to homeowners who commit infractions against the Deed of Restrictions to be used as basis for holding the processing of their Construction Bond by conducting actual site inspection and preparing the inspection report.

Project Utilities Management
-Monitor the project's permanent and temporary-line connections of Homeowners and Contractors to provide immediate connections for electricity and water lines sanction penalties to delinquents through disconnections by verifying on the Master List if such homeowners are with Authority to Move-In and by providing on-time service connections to each enclave.

JOB DESCRIPTION
PROJECT OFFICER
I. House Construction
Accept lot monuments of New Construction from the Survey Department under his supervision.
Turnover lot monuments to contractors.
Check proper house layout by the contractor based on approved house location plans and in reference to survey plans, lot monuments and markers.
Issue Job Site Memo to contractors for additional instruction/s, changes, and/or violations.
Monitor/Evaluate contractors' work progress/accomplishments/billing.
Conduct appropriate quality testing DSRB, CBH & Concrete Cylinders.
Issue Notice of Delay or Violations to contractors with work delays.
Recommend takeover of construction on delayed or abandoned units from poor - performing contractors.
Evaluate and prepare contractors' requests for change orders.
Prepare/recommend construction feedback that would necessitate changes in plans and/or BM for the improvement of housing units.
Ensure that contractors and workers comply with company house rules.
Ensure that contractors observe cleanliness, orderliness and safety of the surroundings of the construction site.
Conduct coordination meetings with contractors.
Conduct Toolbox meetings with the contractor.
Evaluate time extension requests on the construction of units.
Conduct joint inspections and/or checklist with the contractor prior to full completion of the unit.
II. Repair and Maintenance
Maintains the cleanliness of and appeal of the project (open spaces, vacant lots, landscaped areas, planting strips etc.)
Periodically inspect sold, unsold, and model units.
Check status of company vehicles assigned at the construction projects for repair maintenance.
III. Customer Service
Address the owner's concerns and make the necessary actions.
Turnover to clients housing units or lot only.
Entertain clients/homeowners visits about house completion, turnover date, construction permits, bonds, warranty concerns and the likes.
Assist bank/Meralco/LGU etc. in inspection of units
IV. Others
Consult higher officer for any unresolved problem/difficulties encountered during the construction.
Supervise daily activities of Project/Site helper.
Check DTR of project/site helpers.
Performs other functions/assignments that may be given from time to time.
