Description

Under the overall supervision of the Head of SLU and direct functional supervision of the National HR Officer in Manila, the incumbent will be responsible and accountable for supporting the administration of the learning management system and unit's HR ticketing system, as well as the responsibilities stated below.

Responsibilities
  • Learning Management System (LMS) administration –
    • Support the day-to-day administration of IOM's LMS (e.g. publishing courses into the LMS, testing and implementing system enhancements, generating reports, etc.), and support efforts to promote its use by helping peers and relevant stakeholders navigate its functionalities independently in a decentralized structure.
    • Assist in coordinating the work of LMS administrators within SLU and support feedback mechanisms to monitor and address challenges, improve the workflow and boost the usage of the system.
    • Support the identification of areas for improvement in workflows by highlighting observations in a timely manner and providing inputs for new procedures to complement or adapt existing ones.
    • Coordinate with relevant colleagues on updates to the staff training dashboard connected to the LMS.
    • Provide regular reports on LMS usage and other metrics that could affect internal planning and decisions.
  • Ticketing system administration and user support- 
    • Support the daily operation of the unit's ticketing system, contributing to timely resolution of issues.
    • Monitor incoming tickets, prioritize tasks, and coordinate resolution with relevant colleagues.
    • Provide inputs to optimize ticketing workflows and improve user experience.
    • Generate periodic reports on ticketing performance, issue trends, and resolution times.
  • Support to SDL initiatives –
    • Provide support in the implementation of SDL's programmes and initiatives in line with the result-based matrix.
    • Monitor, report, promote and coordinate with relevant stakeholders to increase the mandatory training compliance of IOM staff worldwide.
    • Act as the primary point of contact in SDL for supporting the generation and consolidation of data from various systems and sources to contribute to the creation of accurate and insightful reports for SDL's stakeholders.
    • Organize and support meetings and discussions with internal stakeholders, including preparing agendas and follow up on any required actions.
    • Serve as focal point within MAC for queries related to staff development and learning, and participate in relevant meetings as required.
  • Perform other duties that may be assigned. 
Qualifications

EDUCATION

  • Bachelor's degree in Information and Communications Technology, Information Management, Mathematics and Statistics, Human Resources, Business Administration or a related field from an accredited academic institution, with four years of relevant professional experience;
  • High School diploma with six years of relevant professional experience;
  • Certification on LMS, statistics, monitoring and evaluation, or data management/data visualization is an advantage.
  • Other diploma or training certification, an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • At least 2 years of experience supporting LMS administration, including experience with data extraction and reporting.
  • At least 1 year of experience supporting a ticketing system is preferred.
  • Relevant work experience contributing to the development and implementation of training programmes.
  • Familiarity with the UN system and prior experience working in an international organization.
  • Experience in HR, learning and development, and/or career support functions. 
  • Experience assisting in training facilitation, both face-to-face and virtual.
  • Experience supporting project coordination, monitoring and reporting.
  • Experience supervising staff.

SKILLS

  • Strong organizational and coordination skills.
  • Demonstrated skills in supporting the end-to-end processes of a learning management system and providing user support.
  • Good writing, analytical, facilitation, and problem-solving skills.
  • High proficiency in the use of the MS Office suite, specifically MS Excel (tables, pivot, charts, slicers, conditional formatting and Excel formulas).
  • Ability to work independently under limited supervision and manage multiple projects simultaneously.
  • Ability to maintain effective working relationships with diverse partners and internal counterparts.
  • Flexibility and adaptability in a dynamic, multicultural work environment.
  • Intercultural sensitivity and awareness.
