is an R&D Institution under the Department of Science and Technology (DOST), which is mandated to do R&D in ICT and electronics.

Project Description

The Project GRIDPATCH is a DOST funded project to conduct research and develop an open-source SCADA systems for isolated Electric Cooperative (IECs).

Project Technical Specialist III (SCADA system developer)


• Experience in open/industrial protocols such as Modbus, DNP3, MQTT, or OPC UA


• Strong lab-testing practice for performance, reliability, & incident response; test documentation habit


• Skill in translating user requirements and field constraints into detailed technical specs


• Excellent technical documentation: design diagrams, validation reports, integration guides, user manuals


• Strong analytical, troubleshooting, and network/OT fundamentals Organized, proactive, team-oriented; able to coordinate milestones and technical reviews


• [plus] Proficiency setting up and integrating RTUs/PLCs, I/Os, sensors, gateways, and SCADA platforms


• [plus] At least 8 hours recent training in SCADA/industrial communications/ICS security/QA-CM


• [optional] Experience supervising vendors/outsourced teams and enforcing standards, QA, and configuration management


• [optional] a PRC board exam passer of REE


• Good writing and communication skills in English


• Willing to travel & conduct on-site assessments with partner electric cooperatives & other stakeholders


• Willing to learn with less supervision


• Can start promptly and report to work on time


• Willing to work onsite or report to Quezon City as required.

Project Technical Specialist I (Power system researcher)


• At least one (1) year relevant research experience in power systems or cyber-physical systems


• Proficiency in MATLAB/Simulink for power-system modeling and simulation (e.g., Simscape Electrical/Power Systems); familiarity with at least one alternative platform (e.g., OpenDSS)


• [plus] Ability to build and validate distribution-level models and to design test cases


• Solid foundations in circuit analysis, per-unit system, protection basics, and power-quality concepts


• Basic SCADA knowledge: tags/points, alarms, polling rates, and protocol fundamentals (Modbus/DNP3/MQTT/OPC UA)


• [plus] Hands-on lab/testbed skills: safe wiring, panel work, sensor/RTU/PLC setup, etc.


• [plus] Working knowledge of computer networking and basic diagnostics


• Strong technical documentation and research skills


• Proficient in writing and communication in English


• Field readiness: willing to travel for site assessments


• [plus] exposure to hardware-in-the-loop/real-time simulation, OPC UA clients/servers, Node-RED, Docker basics, Wireshark or serial protocol analyzers


• [plus] past relevant research paper publications


• Organized, detail-oriented, and proactive


• Able to manage tasks, meet deadlines, and collaborate effectively with the team


• Willing to learn with less supervision


• Willing to work onsite or report to Quezon City as required
