About the Job

The Operations Officer plays an important role in overseeing and managing all aspects of operation in the branch from container yard, port or terminal and transport operation.

The incumbent leads and supervises a team of checkers, encoders, forklift operators, prime mover drivers, transport coordinators, doc controllers and shore ops admin associates.

Duties & Responsibilities:

Container Yard Management

• Collaborate with the Shore Operation Jr. Manager in planning the yard layout or mapping to accommodate incoming containers and allow smooth operation of handling the equipment.
• Monitor the equipment used for container vans such as forklift, prime movers and others and coordinate with Technical Services LBE for any maintenance requests.
• Maintain CY utilization at ≤80% to avoid congestion.
• Oversee ensure inbound and outbound dwell days do not exceed 4 days of container utilization.
• Ensure 100% container availability, including accurate classification of containers.

Terminal Management

1. Implement and manage container van tracking by monitoring the location of the container vans in the port.

2. Coordinate and secure berths for incoming vessel, ensuring that the discharge list is prepared and available for the vessel's unloading operations.

3. Ensure availability of load list for vessel which contains the list of container's information for vessel planning and loading and crosschecking it with the actual CVs loaded.

4. Send Coasting Manifest (CM) once booking is done to PPA and coastguard for departure, and destination port for entrance clearance.

5. Validate rolling keys of containers if complete.

6. Received service cargoes andcountercheck with transmittal after discharging.

7. Monitor the Terminal Operation activities such as the Port Efficiency

8. Maintain port efficiency at 17 moves per hour to optimize operations.

9. Monitor vessel operation hours and turnaround times are within minimum to maximize availability and operational effectiveness.

10. Manage storage costs and port charges for inbound, outbound, and extended dwell operations.

Transport Operations

• Oversee the truck allocation and booking through coordination with the Transport Coordinator and ensure that all the pickup and deliveries are meet on time.
• Monitor the hustling operation in the port and terminal and ensure that all containers are transferred safely and efficiently at the designated area of storage.
• Maintain a reliable network of 3rd party trucking services to support seamless transport operations.
• Monitor and coordinate any equipment and maintenance problems with the LBE Department.

Compliance and Regulatory Requirements

1. Ensure compliance to all the regulatory requirements such as LTO registration, PPA permits and other transport regulating agencies.

2. Enforce quality, environment and safety policies, procedures and protocols in all operational areas.

3. Compliance that all necessary permits and licenses for warehouse and logistics operations are obtained and renewed on time.

4. Ensure necessary regulatory documents and permits like Material Safety Data Sheet (MSDS) and Dangerous Goods (DG) permit among others.

Warehouse and Inventory Management

• Maintain proper warehouse layout for efficient space utilization and implement storage strategies to enhance warehouse efficiency.
• Manage process to address discrepancies and minimize inventory shrinkage and oversee the implementation cycle counts to maintain accurate inventory records.
• Monitor and control fuel consumption closely, tracking usage based on the activity of each unit (such as deliveries, pickups, and other operations) to optimize efficiency and reduce costs.
• Ensure accuracy of physical counts of inventory spare parts, lubricants, and other maintenance parts and assist in the replenishment of items.

Administrative Tasks

Reporting, documentation and team management

Ensures that the reports are updated, all documents are checked and signed accordingly.

• Ensure accuracy of data and reports are updated using the daily and billings from suppliers, third party vendors are on time.
• Approval of documents such as but not limited to gate pass, Authorize to Withdraw (ATW) Containers, received items, office supplies and others.
• Monitor reportorial requirements on monitoring of cargoes, vessel arrival, fuel consumption, etc.
• Attend meeting with PPA, port operators, PCG and other external stakeholders.

Performance Management

1. Create performance evaluation scorecard for direct reports

2. Conduct final evaluation based on the established KPIs.

3. Monitor and assess individual goals and performance metrics of the team members according to established goals.

Leadership Function

Provide leadership and team supervision to subordinates.

• Provide leadership and supervision to all personnel's who are directly reporting to him/her.
• Manage and allocate the resources effectively including personnel, equipment, and facilities to meet the operational goals.
• Establish effective communication channels within the team.
• Promote culture of safety within the container yard.
• Implement performance management through assessment, coaching and feedback.

JOB QUALIFICATION & SPECIFICATION

Educational Background:

● Candidates must have a bachelor's degree in business administration or industrial engineering and/ or related field.

Years of Related Experience:

● Preferably with 5 or more years' experience in the shipping industry specifically on vessel, container yard operations, cargo handling, or similar role.

Skills Required:

● In-depth knowledge in container handling, yard layout optimization, and cargo management.

● Familiarity of container tracking system, and other relevant software required for the job.

● Problem solving skills and attention to details.

● Organizational, planning and time management skills.

● Diligent with great attention to detail.

● Excellent communication, organization, and planning skills to proactively manage project scope, identify potential risks, and devise contingency plans.
