OPERATIONS CENTER MANAGER
Role Summary

The Operations Center Manager serves as the command and control of the Philippine Red Cross. This role oversees three vital components of the 24/7 Operations Center—Dispatch, Operations Monitoring, and Data & GIS—while integrating the core elements that drive PRC: Volunteers, Logistics, and Information Technology. The Manager ensures that when disaster strikes, the organization responds instantly, accurately, and effectively—embodying the PRC's mission to be Always First, Always Ready, Always There.

The ideal candidate combines operational leadership with technical vision and the ability to design systems that activate thousands of volunteers, move critical assets, and leverage real-time information in high-stakes moments. They must have the clarity and composure to work directly with top leadership and execute at speed under pressure.

Core Units Under Management
  1. Dispatch Unit – Deploys ambulances, fire trucks, and other emergency assets nationwide.
  2. Operations Monitoring Unit – Tracks and coordinates active incidents and responses in real-time.
  3. Data & GIS Unit – Collects and visualizes situational data and geo-mapped insights during operations.

Key Responsibilities

General Operations Leadership

  • Lead and develop the 24/7 Operations Center team, cultivating a high-performance, mission-driven culture.
  • Deliver real-time monitoring, incident tracking, and accurate operational reports to the Secretary General and Chairman & CEO.
  • Coordinate national and local emergency response operations across PRC chapters and services.
  • Improve SOPs, escalation protocols, and response workflows to enhance speed, accuracy, and efficiency.
  • Ensure complete documentation and after-action reviews for all emergency deployments.
  • Serve as a trusted operational liaison with internal departments, partners, and government units during major disasters.

Volunteers

  • Maintain an up-to-date, integrated national volunteer database.
  • Design and implement a centralized volunteer mobilization system that enables PRC to reach, activate, and deploy volunteers instantly via phone or messaging platforms.
  • Create systems where volunteers, once activated, remain connected and ready to respond at all times.
  • Foster a culture where volunteers are continuously engaged, trained, and ready, not idle, but on standby for immediate action.

Logistics

  • Monitor and coordinate the readiness of PRC emergency response assets—including ambulances, fire trucks, 6x6 trucks, amphibians, and supply vehicles.
  • Collaborate with logistics and services teams to ensure equipment availability and efficient mobilization based on operational needs and assessments.
  • Ensure logistical data is captured, visualized, and accessible for command-level decision-making.

Information Technology

  • Lead the integration of modern technologies—including drones, GPS tracking, satellite internet, mobile communication, and live dashboard systems—into everyday operations.
  • Develop mass alert systems that instantly reach all registered volunteers during a disaster, similar to international best practices like conflict zone alerts.
  • Ensure drone feeds and field data are instantly viewable and actionable from the command center.
  • Collaborate with IT teams to maintain, upgrade, and innovate tools that enable PRC to respond faster and smarter.
  • Champion the use of automation and digital solutions to reduce manual workloads and enhance real-time situational awareness.

Strategic Innovation & Continuity

  • Work hand-in-hand with leadership to "reinvent the wheel"—designing bold, tech-enabled systems that change the way PRC operates.
  • Identify and mentor a technically skilled person within PRC to sustain innovations long-term.
  • Ensure that all systems are future-ready, resilient, and continually optimized for growth and adaptation.

Qualifications
  • Minimum 5 years of experience in operations management, disaster response, or emergency coordination.
  • Strong understanding of dispatch systems, real-time monitoring tools, and data visualization platforms (GIS, CRM, Power BI, etc.).
  • Proven leadership in high-pressure, 24/7 environments, with strong decision-making and delegation skills.
  • Technically capable, with working knowledge of system integration, automation, and communication technologies.
  • Exceptional communication skills, with confidence in briefing top executives and collaborating across departments.
