General Function:
The Quality Management System (QMS) Specialist is responsible for planning, implementing, monitoring, and improving the Quality Management System in accordance with ISO standards, PS-DBM policies, and CSC guidelines. The role ensures that organizational processes are compliant with established quality standards, continuously improved, and aligned with the agency's mandate to deliver efficient, transparent, and accountable public service.
Key Result Areas (KRAs) and Duties & Responsibilities:1. QMS Implementation
- Assist in the development, implementation, and monitoring of QMS policies, procedures, and manuals in line with ISO and PS-DBM standards.
Ensure compliance with CSC, DBM, and other regulatory requirements in all quality processes.
Documentation & Records Management
Maintain QMS documentation including quality manuals, standard operating procedures, and work instructions.
Ensure proper control, updating, and distribution of quality documents and records.
Monitoring & Audit
Conduct regular internal quality audits and prepare audit reports.
- Coordinate with external auditors and facilitate certification or surveillance audits.
Monitor corrective and preventive actions to address non-conformities.
Process Improvement
Recommend and implement process improvements to enhance service efficiency and compliance.
- Conduct quality review and risk assessment on existing processes.
Support the agency in achieving operational excellence through continuous improvement initiatives.
Capacity Building & Training
Conduct QMS orientation and training programs for employees.
Provide technical assistance to divisions/offices on compliance with quality standards.
Reporting & Compliance
Prepare and submit periodic QMS reports to management and concerned oversight agencies.
- Ensure alignment of QMS reports with PS-DBM's performance standards and CSC's merit system.
Qualifications (Aligned with CSC Standards):
- Education: Bachelor's degree relevant to the job (e.g., Public Administration, Business Administration, Industrial Engineering, Quality Management, or related field).
- Experience: At least 2 years of relevant experience in quality management, auditing, or process improvement.
- Training: At least 8 hours of relevant training in QMS, ISO standards, or internal auditing.
- Eligibility: Career Service Professional / Second Level Eligibility.
