Climate Insurance Design Consultant

Good Neighbors Philippines (GNP) is launching a community-led Parametric Climate Insurance Project to enhance financial resilience among 20,000 vulnerable households across multiple provinces in the Philippines.

The project introduces parametric microinsurance focused on typhoon and flood risks, with options for drought and extreme heat coverage. It aims to integrate financial risk transfer mechanisms with community-driven disaster preparedness and resilience-building initiatives.

Scope of Work

The Climate Insurance Design Consultant will provide technical expertise in designing, implementing, and operationalizing a community-based climate and microinsurance product, in collaboration with GNP and partner institutions.

Key Responsibilities:

1. Insurance Product Design

• Lead the design of parametric climate microinsurance products covering typhoon and flood risks.
• Define triggers, payout structures, and premium pricing models based on household vulnerability data.
• Integrate drought and heatwave coverage where relevant.

2. Implementation Support

• Develop an implementation framework with insurance and data analytics partners.
• Design the claims automation and data management system in collaboration with technical experts.
• Provide technical input for pilot testing with 20,000 target households.

3. Capacity Building

• Support training modules for GNP field teams and local partners on insurance literacy and operations.
• Develop communication materials for awareness campaigns and product promotion.

4. Policy & Partnership Support

• Advise on policy frameworks for scaling the climate insurance nationwide.
• Support collaboration with international development and finance organizations to ensure long-term sustainability.

Qualifications:

• Minimum Master's degree in Insurance, Actuarial Science, Development Economics, Climate Finance, or related field.
• At least 5 years of relevant experience in:
• Climate insurance design and implementation, or
• Microinsurance product development (parametric, crop, or disaster risk insurance preferred)
• Proven expertise in pricing models, payout triggers, and risk modeling.
• Experience working with insurance companies, governments, or development partners.
• Excellent analytical and report-writing skills in English.
• Experience in the Philippines or Southeast Asia context is an advantage.

Duration: 3 months (As soon as possible)

• With possible extension based on project needs and performance.

Work Arrangement:

• Hybrid – for confirmation on onsite reporting, with field missions to project sites in the Philippines.
• Reports directly to the Country Director, Good Neighbors Philippines, and Good Neighbors Geneva, and collaborates closely with technical and insurance partners.

Remuneration:

• Php80,000.00 – Php85,000.00 / month
• Travel and field-related expenses will be covered by Good Neighbors Philippines
