The Civil Engineer as the Cost Engineer prepares and manages the project budget and cost estimates. His/her role involves attending pre-bid meetings, site verifications and inspections, presentation of bid proposals to clients, monitoring project cost against budget, sourcing and negotiating contracts and procurement agreements with vendors, subcontractors and consultants. The Project Engineer manages the project change orders, conduct regular site inspections and prepare progress reports.

Job Description

  • Prepare tender documents, contracts, estimates/ bill of quantities or bill of materials, and other necessary documents
  • Monitor if expenses are within the allocated budget per project
  • Control all project expenditures based on the approved budget.
  • Update the labor and material costs spent in ongoing projects
  • Forecast the cost of materials needed for various projects
  • Track changes in design for budget adjustment and prepare reports on variation orders
  • Procure subcontractors who can work in the project
  • Measure and evaluate work done onsite
  • Source and select construction materials
  • Evaluate suppliers' quotes, contractors/sub-contractors' proposals
  • Prepare Material Requisitions and Requests for Quotation
  • Analyse and reconcile quantities using Purchase Orders Records to make sure that the budgets amounts and quantities are aligned with the processing and transactions of the operations team and purchasing
  • Collaborates and confers with Designers and Architects on changes and adjustments made on cost estimates
  • Consult with clients, vendors, personnel in other departments, or construction foremen to discuss and formulate estimates and resolve issues
  • Visit job sites to gather information and assess the scope of work
  • Prepare estimates used by management for purposes such as planning, organizing, and scheduling work
  • Prepare and maintain a directory of suppliers, contractors and subcontractors.
  • Monthly reporting of project expenditures and preparation of cost control reports

Qualifications

  • Cost Control, Cost Management, and Cost Engineering skills, skilled on detailed estimation of Civil/Architecture and MEPFS
  • Detail-oriented mindset with a focus on accuracy and precision in quantity calculations and cost analysis
  • Proficient analytical skills with ability to accurately interpret technical documents, drawings and specifications
  • With good time management skills and organizational skills
  • With strong negotiation skills with experience dealing with vendors and subcontractors.
  • Prudent, with strong foresight and budgeting skills
  • Experience in a construction or engineering industry
  • Excellent communication and interpersonal skills
  • Ability to work collaboratively with other departments and teams
  • Willing to travel outside Metro Manila

Key Competencies

  • Bachelor's Degree in Civil Engineering, Mechanical Engineering, Construction Management or related field
  • With at least 3 years of proven experience as a Quantity Surveyor and Project Engineer in construction industry with strong understanding of construction methodologies, regulations, tools and best practices
  • With experience in cost analysis and audit
  • Expertise in using Microsoft Excel
  • With knowledge of design and visualizations software such as AutoCAD.
