Project Engineering Manager

Project Engineering Manager provides functional leadership and partnership by engaging and aligning the regional capital engineering and technical community driving engineering solutions that are standardized, inherently safer, sustainable, cost effective, add value to the business and synergic with other functional SMEs. This person is an integral member of IM Supply Chain Engineering HPN to lead the market to the next level of Capital Engineering Standardization. This role reports directly into Technical Director for International Markets-East and is accountable for developing and maintaining the capital plan with forecast, safety, quality and spending control aligning the procurement, financial policies. Expected to be developing Tiered requirements of PEP packages adhering to the steps including, Identification and Evaluation of Alternatives, Scope Definition, Front end loading, Detailed Design, Technical Evaluations, Procurement, & Construction, Commissioning & Start up, Performance Evaluation and Project Close out.

Main Responsibilities

• To Build Capital Plan for the Region, incorporating all 5 steps of PEP (project execution process) for large, medium and small Tier projects and directs all phases of the manufacturing engineering program for a medium to large project portfolio, engineering technology capability or program for the Region. Performance monitoring and management using eTQ.

• Lead and Facilitate Engineering HPN Network for the region, by setting objectives, goals and driving the performance indicators of Technical and Capital Engineering Portfolio. Lead the CAR Board to drive the Capital approvals and Fund management support to markets.

• Ensure compliance on manufacturing engineering policies, standards, best practices, and procedures, Originates and applies new and unique methods and procedures with considerable latitude. SHE Plan development for all capital projects and to own all PSM Studies and compliance according to the Plan.

• Capital Execution support to the divisions / businesses through SC leadership and participation in supply chain initiatives and OGSM projects that promote manufacturing flexibility and responsiveness.

• Reapplies technical expertise and provides technical judgments that help guide business decisions. Reviews design and documentation to ensure compliance with design criteria and standards, schedules and coordinates complex projects to meet cost and time objectives per capex.

• Conducts feasibility studies, determines manpower and cost estimates, and develops engineering criteria. Directs the technical work of others and manages engineering activities for important supply chain projects.

• To provide Asset Care support through the development of maintenance management system (CMMS) for sites in region and to guide developing processes, procedures, tools, skill sets to Engineers and Technicians executing the AM/PM tasks as to monitor the KPIs on track.

• To develop a regional wide automation strategy, execute the global controls and automation programs in priority and to support supply network design and other localization initiatives via effective automation project development work.

• Provide leadership, mentoring and direction to Site / Market Engineering leaders who will be doing Engineering Development work within the region by reviewing MOCs, Specifications, Calculations, Drawings, RCAs, SOPs, and training programs.

• To support the reduction of losses from Productivity and Safety incidents through the development of new standards and specifications and the promotion of GSC Process Safety, Sustainability, Circular Economy/Optimized Engineered Solutions and retrofits.

• Ensure Engineering tasks are integrated into business project programs (NPI, Phase gate, GTT, CRB), to master all Ecolab Core Technologies, standards, specifications, and Bluebooks.

• Sets and influences the strategic direction of the engineering work in all Markets.

Qualifications

• Specialized engineering or science degree in Chemical Engineering or Mechanical or Electrical and /or Controls Engineering.

• 8+ years of Project Engineering or Project Management with successful hands-on execution experience in Chemical or related industry

• Well versed with major Industrial codes, REGAGEP and standards relevant to core engineering and technically skilled in using Engineering related tools and methods.

• Understands and adheres to Ecolab policies, procedures, and guidelines pertaining to Engineering, safety, health, sustainability and environmental emphasizing this perspective in their own work and others.

• Record of consistently delivering results despite obstacles and setbacks

• Strong verbal and written communication skills in a variety of communication settings (one-on-one, small, and large groups), across diverse styles and position levels

• Preferably 8+ years previous supervisory experience

• Project Execution and maintenance engineering background

• Proficiency in multiple languages is a plus
