SMX is seeking a mid-career, multi-disciplinary, Security Manager (dual Special Security Representative (SSR) and Directorate Security Manager (DASM)) with an in-depth understanding and knowledge of the DoD security program; that encompasses the four pillars of Collateral and Sensitive Compartmented Information (SCI) security disciplines (Personnel, Information, Physical and Industrial) IAW DoD Volumes 1 through 4; Industrial security IAW DoD M and DoDM , Vol 2; Controlled Unclassified Information IAW DoDI ; DoDM V1-3; Intelligence Community Directives (ICDs); and Intelligence Community Standards (ICS).
This position requires a DoD Top Secret with SCI eligibility which requires US citizenship for work on DoD contracts.
This position is located onsite in Camp Aguinaldo, Philippines.

Essential Duties & Responsibilities
- Work with direction from the SOCPAC Special Security Office (SSO), Collateral Security Manager (CSM), Foreign Disclosure Office (FDO), Facility Security Office (FSO), and Subject Matter Experts (SME) to manage and administer the overall Collateral and SCI security programs and assist security programs (encompassing Personnel, Information, Physical and Industrial security disciplines).
- Assist the SOCPAC SSO, and SOCPAC CSM by guiding the management and operation of SOCPAC security programs, functions, tasks, and operations throughout the Philippines, Japan, Guam and other locations.
- Maintain applicable security directives, regulations, manuals, and inspectable items to adequately discharge duties and maintain facility accreditation.
- Support the SOCPAC SSO/CSM with operation, and administration of Collateral and SCI security spaces/facilities; to include gathering and generating the requisite documentation to analyze, plan, organize and coordinate construction efforts or facility modifications.
- Assist the SOCPAC SSO/CSM with forecasting, programming, and budgeting for resources utilized in administration of Collateral/SCI security programs.
- Provide weekly or impromptu briefs (as required) to the SOCPAC SSO and CSM on security policies and matters.
- Coordinate with the SOCPAC SSO/CSM to assess and review Concept of Approvals (CAs) for establishing new Collateral/SCI security missions, spaces, and facilities.
- Coordinate with the CSM to maintain and record status of all collateral spaces, certified to the Open Storage standard. Report security deviations to the CSM or SSO, as necessary, to ensure adequate measures are implemented to secure any classified material at risk as a result of the deviations. Provide security oversight to the users of the spaces to ensure security procedures and being enforced.
- Drive design requirements, procurement, and deployment of both temporary and permanent sensitive spaces and capabilities; strengthening SOCPAC's posture throughout the AOR.
- With oversight and direction provided by the requisite CSM and SSO, ensure industrial, personnel, physical and information security efforts are integrated and processes are de-conflicted in the areas of but not limited to the: 1. Development and implementation of a formal process to receive, process, and file the reporting of foreign travel and foreign contacts from Command personnel, 2. Development, review, and implementation of Standard Operating Procedures for SSO and Collateral Security as they relate to the Command's overall security program, and 3. Review of issued DD Forms 254 to ensure contractors supporting the command are authorized access at the appropriate clearance level.
- Posture various sensitive locations' security program to perform favorably during SOCPAC, United-States Indo-Pacific Command, and Defense Intelligence Agency Staff Assist Visit (SAVs), inspections, and tri-annual inspector general assessments.
- Assist the SOCPAC SSO/CSM with accounting, control, transmission, transporting, packaging, and safeguarding of sensitive material/items.
- Develop, conduct, and document security orientation briefings.
- Maintain proficiency with Microsoft Office Suite products.
- Ensure documentation is processed IAW COCOM, TSOC and DoD Guidance and Regulations
- Maintain personnel security records in the Defense Information System for Security (DISS) and manage SOCPAC personnel In and Out processing.
- Produce and analyze DISS results and provide recommendations/courses of action to senior leadership as required.
- Serve as official channel for certifying and receiving visitor clearances and managing facility access (Issue, manage, and control security access badges within assigned spaces for Permanent party and visitors).
- Establish and manage procedures to properly investigate security violations, compromises, and unauthorized disclosures IAW the requisite DoD security publications.
- Conduct preliminary inquiries to determine if a security incident is a violation or an infraction, and provide recommendations (i.e., To mitigate/remediate incident, and/or conduct formal investigation) to USG representative.
- Assists in the development of and maintains applicable security directives, regulations, SOPs, and manuals necessary to execute collateral security duties.
- Assist with the Commands industrial security program, review issued DD Forms 254 against the contract award PWS/SOW to ensure: 1. De-confliction of documents, 2. Contractors supporting the command are authorized access to SCI, and other National Security Information and 3. Courses of Action recommendations are made to improve the program.
- Work with Special Security Office, Foreign Disclosure Office, Facility Security Office, and Subject Matter Experts to determine or make recommendations regarding personnel and classified information situations and/or issues.
- Conduct the required facility self-assessments to maintain compliance with DoD security directives.
- Serve as the focal point for the three phase Security Education, Training, and Awareness (SETA) program by providing episodic training. 1. Initial indoctrination (security orientation) 2. Continuing security awareness (refresher training) 3. Final awareness instructions (debriefing).
- CONUS, OCONUS and Overseas travel will be required.
Required Skills & Experience
- DoD Top Secret clearance and eligible for SCI access
- Bachelor's degree in related field (e.g. security management, criminal justice).
- Knowledge of Security Policies and Procedures (DoDM V1-3).
- Strong written and verbal communication skills.
- US Passport is required; candidate must process to attain a US passport prior to onboarding if does not already have one.
Desired Skills/ Experience
- Graduate of Antiterrorism (AT) Level II to established, implement, and maintain a comprehensive AT program IAW DoDI This includes incorporating risk management, planning, training, and exercises, resource allocation and adherence to AT standards 1-32.
- Possess a fundamental understanding of Mission Assurance, a process defined in DoDI that ensures the protection, continued function, and resilience of capabilities and assets critical to executing DoD & SOCPAC mission-essential functions.
