Organizational Context and Scope
The Global Shared Services Centre (GSSC) in Manila provides centralized administrative and transactional support to IOM worldwide in the areas of human resources, finance, and supply chain. Within this structure, the Finance Hub ensures the efficient, timely, and compliant execution of financial transactions, including accounts payable, bank reconciliations, revenue recognition, and other related processes.
Under the direct supervision of the Director of GSSC and in coordination with the Comptroller and Director of the Department of Financial and Administrative Management (DFAM), the Chief, Finance Hub will be responsible and accountable for the effective oversight, strategic development, and operational delivery of financial transactional services in support of IOM's global operations.
Strategic and Operational Leadership
- Lead the Finance Hub's strategic direction, operations, and service delivery, ensuring timely and accurate execution of core financial processes including accounts payable, revenue recognition, bank reconciliations, and vendor data management.
- Define and manage service level expectations in collaboration with DFAM, Regional and Country Offices, and other stakeholders; ensure that services are client-focused and aligned with organizational priorities.
Process Management and Collaboration with DFAM
- Work closely with the relevant Business Process Owners (BPOs) within DFAM to ensure process consistency, compliance with internal controls, and effective handoffs between centralized services and local finance teams.
- Provide expert support and advice for the design, rollout, and institutionalization of new financial procedures and initiatives led by DFAM, including internal instructions, manuals, and policy updates.
- Ensure alignment between process design and GSSC operations, providing expert support, guidance, feedback and recommendations to DFAM on practical implementation matters and areas for improvement.
Documentation, Compliance and Quality Control
- Oversee the development, maintenance, and dissemination of Standard Operating Procedures (SOPs) upon due coordination with the respective BPOs of DFAM, process maps, and internal documentation for all finance hub services.
- Promote a culture of accountability, accuracy, and risk awareness, ensuring that internal controls are embedded and regularly reviewed.
- Monitor compliance with financial regulations, audit recommendations, and control frameworks across all Finance Hub services.
KPI Management and Performance Monitoring
- Establish and manage performance measurement frameworks and KPIs for each service line within the Finance Hub.
- Oversee regular reporting and analysis of service metrics, proactively identifying trends, bottlenecks, and opportunities for continuous improvement.
- Lead regular reviews with DFAM and other stakeholders to discuss service performance, address escalated issues, and adjust priorities.
Systems Integration and Innovation
- Collaborate with DFAM and ICT to ensure that financial systems (including Oracle Cloud ERP) support efficient workflows, automation, and auditability across transactions.
- Drive the adoption of digital tools and automation to enhance service efficiency, reduce manual workload, and improve data quality.
People Management and Capacity Development
- Provide visionary leadership and oversight to the Finance Hub team, fostering a collaborative, inclusive, and performance-driven work culture.
- Lead workforce planning, recruitment, and staff development efforts. Support team learning through targeted training, cross-functional exposure, and continuous learning initiatives.
- Perform such other duties as may be assigned.
Required Qualifications And Experience
Education
- Advanced university degree (Master's or equivalent) in Accounting, Finance, Business Administration or a related field from an accredited academic institution with ten years of relevant professional experience; or,
- University degree in the above fields with twelve years of relevant professional experience.
- Professional certification as a Chartered Accountant (CA), Certified Public Accountant (CPA), or equivalent is required.
Experience
- A minimum of ten years of progressively responsible experience in financial management, accounting, or audit, preferably in an international organization or shared services environment;
- Demonstrated experience in managing large finance operations or transaction processing teams;
- Solid experience with ERP systems (preferably Oracle) and financial reporting tools; and,
- Proven track record in leading change management, process improvement, and automation in financial operations.
Skills
- In-depth knowledge of IPSAS or IFRS, internal controls, and audit requirements;
- Strong leadership, interpersonal, and communication skills;
- Ability to manage multi-functional teams in a culturally diverse environment; and,
- Capacity to manage pressure and prioritize effectively across competing demands.
Languages
IOM's official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
