Company Description
Lean startup company building a 3-structure, 3-level recreational facility on the former U.S. Navy island of SBMA. Project set to open April 2026.
We are looking for a highly skilled and detail-oriented Finance Manager to join The Servicemen's Guides Association / Fleet Club Guide & Recreation Corp. In this role, you will safeguard the organization's financial integrity by ensuring that all accounting and financial reporting activities are accurate, compliant, and submitted on time, while overseeing day-to-day financial operations, including bookkeeping, taxation, budgeting, and treasury functions. You will coordinate with international finance service providers and ensure strict compliance with BIR, SBMA, and LGU (Freeport) regulations, as well as provide management with financial analysis, insights, and support for planning and decision-making. This is an on-site position based at the Subic Bay Freeport Zone.
A. Financial Accounting and Reporting
- Maintain the general ledger and ensure all transactions are properly recorded, classified, and reconciled.
- Prepare monthly, quarterly, and annual financial statements (balance sheet, income statement, cash flow statement) in compliance with Philippine Financial Reporting Standards (PFRS).
- Manage month-end and year-end closing procedures.
- Record and review journal entries, adjustments, accruals, and amortizations.
- Reconcile bank accounts, inter-company accounts, accounts receivable, and accounts payable.
- Generate management reports for the Finance Manager and Executive Management.
- Ensure accuracy, integrity, and confidentiality of all financial documents and records.
B. Taxation and Statutory Compliance
- Ensure compliance with BIR, SBMA, and LGU regulatory requirements.
- Prepare, file, and remit the following:
- Value-Added Tax (VAT) returns
- Withholding Tax (EWT and Compensation)
- Quarterly and Annual Income Tax Returns
- Expanded withholding tax and fringe benefit tax returns, as applicable
- Maintain updated business permits, licenses, and registrations.
- Assist with annual external audits, including preparation of schedules and supporting documents.
- Coordinate with tax consultants and government agencies regarding compliance matters.
- Stay updated on changes in tax laws, accounting standards, and regulations.
C. Budgeting, Forecasting, and Financial Planning
- Assist in preparation of the annual operating budget, CAPEX plan, and departmental budgets.
- Monitor budget performance, analyze variances, and provide recommendations.
- Prepare financial forecasts (revenue, cost, cash flow projections).
- Develop financial models to support strategic decisions and business initiatives.
- Work with department heads to ensure proper budget allocation and adherence.
D. Treasury, Cash Flow, and Fund Management
- Monitor and manage cash flow to ensure sufficient liquidity.
- Supervise banking transactions (deposits, withdrawals, fund transfers).
- Manage petty cash with proper documentation and replenishment.
- Track and record daily collections and ensure timely deposits.
- Prepare and maintain cash flow statements and fund projections.
- Coordinate with banks and financial institutions for certifications and credit facilities.
E. Internal Controls, Systems, and Process Improvement
- Develop and maintain Standard Operating Procedures (SOPs) for finance and accounting.
- Strengthen internal control systems and implement risk mitigation measures.
- Maintain audit-ready financial documentation.
- Support evaluation and implementation of accounting software and automation tools.
- Collaborate with local and international finance partners to ensure alignment of reporting standards.
- Recommend process improvements for financial efficiency and data accuracy.
F. Administrative and Cross-Functional Support
- Work with Administration and HR on payroll validation, benefits accounting, and reimbursements.
- Support procurement and operations by validating supplier invoices and expense reports.
- Provide financial support for internal and external projects, including feasibility studies and audits.
- Participate in management meetings and provide financial insights for operational decisions.
Qualifications:
- Bachelor's Degree in Accountancy, Accounting Technology, or Finance
- CPA preferred
- 3–5 years of full-cycle accounting experience (hospitality, leisure, service, or non-profit sectors preferred)
- Strong understanding of PFRS and Philippine tax regulations
- Proficient in QuickBooks, QuickBooks Online, Xero, SAP, or similar systems
- Advanced Excel skills (pivot tables, VLOOKUP, data analysis)
- Strong analytical, organizational, and time-management abilities
- Excellent communication and interpersonal skills
- High integrity, confidentiality, and professional ethics
- Ability to work independently and collaborate with cross-functional and international teams
Preferred Skills:
- Experience handling foreign transactions and multi-currency accounting
- Knowledge of Subic Bay Freeport Zone accounting and SBMA reporting standards
- Experience in international or non-profit organizations
- Familiarity with cloud-based finance tools and digital reporting dashboards
