Cost Estimator / Workload Data Analyst
General Summary

We are looking for a highly skilled Cost Estimator / Workload Data Analyst to join our dynamic Business Development Division. This role covers a broad range of responsibilities across business development, marketing, proposal development, and project budgeting. You will play a key role in developing responses to bids, solicitations, and proposals, while also preparing internal operating budgets for the Operations Division.

As an integral member of the team, you will support the Cost and Pricing Director in maintaining cost files, preparing price support documentation, and developing estimates that directly contribute to winning proposals and delivering successful projects. You will also discover and implement efficient ways to organize, store, and analyze data—ensuring accuracy, security, and confidentiality at all times. While this role does not include direct staff supervision, it provides a unique opportunity to collaborate across multiple teams and impact key business outcomes.


Essential Duties and Responsibilities
  • Prepare accurate and cost-effective technical solutions for facility workload requirements.
  • Develop precise project estimates and technical solutions within set deadlines and contract requirements.
  • Analyze existing site or system conditions to recommend replacement, modification, or construction solutions.
  • Create detailed estimates using Excel and other take-off software, including narrative support for estimating data.
  • Perform bid preparation, material take-offs, cost estimates, and proposal documents for facility operations and maintenance projects.
  • Support internal audits to ensure all proposal/estimating actions meet compliance standards.
  • Develop RFIs for bid clarifications to ensure all project costs are properly captured.
  • Maintain costing documents, schedules, workload data, and supporting files for all proposals.
  • Assist in subcontractor RFP management, proposal qualification, bid package preparation, and leveling of subcontractor bids.
  • Conduct cost/price analysis of historical data to inform pricing strategies.
  • Support contract administration with modifications when required.
  • Formulate techniques for quality data collection and ensure database accuracy, security, and performance.
  • Monitor and troubleshoot data systems, ensuring protection against breaches and losses.
  • Prepare conceptual estimates and trade-specific scopes using limited preliminary designs.
  • Stay technically savvy with on-screen take-off software and commercial estimating tools.
  • Other related duties as assigned.

Knowledge, Experience, and Skills Required
  • Bachelor's degree in Engineering, Construction Management, or a related financial/construction field.
  • Minimum of 3+ years' proven experience in cost estimating or proposal pricing in services and/or construction.
  • Advanced proficiency in Microsoft Excel.
  • Strong oral and written communication skills.
  • Excellent mathematical accuracy and attention to detail in pricing.
  • Strong analytical and problem-solving mindset.
  • Excellent construction document and blueprint interpretation skills.
  • Proficiency in commercial estimating software (MC2, Timberline/SageCRE, QuickBid, On-Screen Takeoff, etc.).
  • Familiarity with modern database and information systems.
  • Broad knowledge of Facility Operations and Maintenance.
  • Ability to estimate manhours using Engineering Performance Standards (or equivalent).
  • Experience with CMMS software is highly desirable.
