The Role:

We are seeking a results-oriented Technical Delivery Manager (TDM) to lead a high-performing team of software developers based in the Philippines. This team is responsible for supporting and enhancing a mission-critical Electronic Health Record (EHR) system used by healthcare organizations across the United States.

The ideal candidate combines strong technical leadership with a solid understanding of Agile delivery, distributed team management, and regulatory requirements in the healthcare domain. This role will work onsite 2–3 days per week in Clark, Pampanga, in close coordination with the General Manager, ensuring that product development and support initiatives stay aligned with strategic priorities.

Key Responsibilities:

Team Leadership & Coordination

  • Lead, coach, and manage a team of software developers to ensure high-quality, sprint-based deliverables.
  • Act as the primary liaison between U.S.-based product owners and the Philippine development team.
  • Drive Agile execution including daily stand-ups, sprint planning, backlog refinement and retrospectives.

Project Delivery

  • Own the full delivery lifecycle of software features, enhancements, and maintenance tasks across the EHR platform.
  • Align team outputs with U.S. business priorities, ensuring timely and accurate completion of deliverables.
  • Track KPIs, mitigate delivery risks, and proactively resolve technical or process issues.

Technical Oversight

  • Partner with system architects, QA engineers, and DevOps to ensure proper system design, testing, and release.
  • Conduct regular code and architecture reviews to uphold code quality and best practices.
  • Support the resolution of production and staging issues, including root cause analysis and incident response.
Ideal Profile:

Qualifications

  • Bachelor's degree in computer science, Information Technology, or a related field.
  • Minimum of 5 years of experience in software development and/or delivery management.
  • At least 2 years managing offshore or distributed development teams.
  • Solid understanding of EHR systems and healthcare interoperability standards (e.g., HL7, FHIR) is highly preferred.
  • Strong command of Agile/Scrum methodologies and collaboration tools (e.g., Jira, Confluence).
  • Proven ability to manage multiple priorities and deliver results in a fast-paced environment.
  • Excellent written and verbal communication skills in English.
  • Experience working with U.S.-based stakeholders and cross-cultural teams.
  • Familiarity with compliance frameworks such as HIPAA is a strong advantage.

Work Environment & Schedule

  • Hybrid work setup based in Clark, Pampanga (2–3 days onsite).
  • Must be available to overlap partially with U.S. time zones (EST/PST) for meetings and coordination.
