The Assistant Vice President (AVP) for People and Development provides strategic leadership and operational oversight of the company's HR function across all business units and affiliates. Reporting directly to the COO, the AVP ensures that all HR programs, policies, and systems effectively support corporate goals, promote a strong organizational culture, and comply with labor and regulatory standards. The role drives the continuous professional development of HR teams and fosters alignment across the Group's workforce management strategies.

I. Key Responsibilities

A. Strategic HR Leadership

· Partner with the COO and Executive Committee in formulating and executing HR strategies aligned with corporate and affiliate business goals.

· Establish and implement short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement

· Lead workforce planning, succession management, and organization structuring across the Group.

· Integrate HR best practices and ensure consistency of HR systems, processes, and standards among all affiliates.

· Provide policy and advisory support to senior management on HR, people strategy, and organizational culture.

B. Talent Acquisition & Development

· Oversee end-to-end recruitment and onboarding to meet manpower requirements efficiently and cost-effectively.

· Lead the training and development of all HR personnel across all affiliates, ensuring alignment in HR practices, policy implementation, and people management skills.

· Develop and execute leadership development, competency-building, and succession planning frameworks.

· Supervise the Group's performance management system and ensure timely completion and calibration across departments.

C. Compensation, Benefits, and Rewards

· Supervise the design, review, and implementation of compensation structures and benefit programs.

· Ensure internal equity and external competitiveness across all affiliates.

· Oversee performance-based incentives, salary adjustments, and compliance with DOLE and statutory requirements.

D. Employee Relations & Compliance

· Maintain strong employee relations and industrial harmony through consistent, fair, and transparent HR practices.

· Oversee grievance handling, disciplinary actions, and labor dispute resolutions in coordination with Legal.

· Ensure compliance with all labor laws, DOLE regulations, and occupational safety requirements.

E. HR Policy, Systems, and Governance

· Review, update, develop, and recommend new or revised HR policies, manuals, and procedures to ensure continued relevance, compliance, and consistency across all business units.

· Oversee the standardization of employee handbooks, codes of conduct, and HR governance frameworks.

· Drive HR digital transformation initiatives, including HRIS, timekeeping automation, and HR analytics.

· Supervise accurate and timely payroll and records management.

F. Organizational Development & Engagement

· Lead corporate culture programs, employee engagement activities, and internal communication initiatives.

· Conduct organizational climate surveys thru HR conferences and recommend actionable improvements.

· Support affiliate HR teams in implementing engagement and retention strategies aligned with corporate culture.

II. Qualifications

· Bachelor's Degree in Human Resource Management, Psychology, or Business Administration; Master's Degree preferred.

· Minimum 10 years of progressive HR experience, with at least 5 years in a senior leadership role overseeing multiple business units.

· Strong knowledge of Philippine labor laws, DOLE regulations, and HR compliance frameworks.

· Proven experience in HR policy formulation, organizational development, and capability building.

· Excellent leadership, communication, and stakeholder management skills.

· Proficiency in HRIS platforms, payroll systems, and HR data analytics.
