Organizational Setting and Reporting Relationship
The position of Senior Operations Assistant is assigned to the Agriculture, Food, Nature, and Rural Development (AFNR) Sector Office (SD2-AFNR) within the Sectors Department 2 (SD2). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated Technical International Staff and Senior Technical Local Staff (as applicable).
Your Role
You will provide operational and administrative support to the assigned team, coordinating activities within the sector office, across ADB, and with external parties. This includes supporting project processing for loans, grants, and Technical Assistance (TA), TA administration, consultant management, document preparation, milestone tracking in ADB systems, database management, knowledge dissemination, and relevant data analysis.

- Support the preparation, review, and finalization of loan, grant, and TA documents (e.g. concept papers, reports and recommendation of the President, TA papers, and project and TA completion reports) ensuring alignment with the latest ADB templates, Handbook of Style and Usage and procedures.
- Coordinate, monitor and update in eOps and SovOps processing milestone events of assigned loan/grant/TAs and report any delays or issues to supervisors.
- Support project implementation activities, including consultant recruitment, processing of claims and contract variations, and preparation of internal memos and drafting of TA and project completion reports, and back-to-office reports under the guidance of the international staff and/or project officer.
- Ensure accurate and timely updating of project and event's database, including records of knowledge dissemination activities.
- Provide back-up support to and relieve operations assistants during their absence, as necessary.
- Provide administration and logistical support for the office, including scheduling and coordinating the supervisor's appointments, meetings, travel, and accommodation in accordance with ADB procedures.
- Process mission clearances, Concur travel requests, expense reports, and ensure proper filing and archiving of related documentation.
- Coordinate and support team activities such as meetings, workshops, events, and retreats, including preparing meeting materials and documenting discussions.
- Provide frontline administrative services, including correspondence, and visitors, ensuring inquiries are addressed or referred promptly to the concerned staff.
- Assist other administrative staff in interpreting work area and procedures and formats and help maintain adequate office supplies, inventories, and logistical requirements for the sector office.
- Perform other duties that may be assigned as reflected in the incumbent's workplan.
You will need:
- Bachelor's degree in finance, business administration, public administration, communication, or other related fields combined with relevant experience.
- At least 5 years' relevant professional experience in multilateral organizations.
- Advanced computer skills with sound knowledge of common word-processing, spreadsheets, and proficiency with computer-based applications.
- Good interpersonal and cross-cultural skills with ability to liaise and work effectively with individuals from different professional and cultural background.
- Demonstrable experience in working across multiple teams and organizing events
- Excellent oral and written communication skills in English

This appointment is open to internal and external applicants.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
