Pre-Construction Manager

The Pre-Construction Manager at Phoenix Water Solutions will oversee and manage all pre-construction estimation processes, ensuring accurate, compliant, and timely cost projections. This role involves close collaboration with division managers to capture project requirements and deliver estimates within 24 hours. The Pre-Construction Manager will also handle project handoffs, ensuring all relevant documentation, estimates, and details are transitioned smoothly to operations.

The role requires strong analytical skills, software proficiency, and the ability to manage competing priorities. The Pre-Construction Manager will utilize ServiceTitan, HubSpot, Microsoft Suite (Excel, Teams, Outlook, Word, PowerPoint), FastPIPE, and Bluebeam to improve efficiency, accuracy, and communication across the company.

Key Responsibilities

• Compile and organize pending estimates for timely review, ensuring all requests are processed within 24 hours.
• Work directly with division managers (no in-house engineers/estimators) to collect accurate project details, specifications, and requirements.
• Prepare comprehensive estimates with detailed breakdowns of materials and labor costs.
• Ensure estimates comply with company standards, client requirements, and regulatory guidelines.
• Manage project handoffs, ensuring all estimate data, notes, and supporting documents are transitioned accurately to operations.
• Maintain and update a database of estimation resources, including vendor lists, templates, and historical pricing data.
• Analyze data and trends quarterly to improve estimation accuracy and efficiency.
• Continuously update and improve estimating tools/software, including FastPIPE, Bluebeam, ServiceTitan, and HubSpot, to enhance productivity.
• Review completed estimates for consistency, accuracy, and compliance before submission.
• Provide cross-departmental support to ensure estimates integrate into budgets, schedules, and broader project plans.

Qualifications

• Bachelor's degree in Construction Management, Business, or a related field (preferred).
• 3–5 years of experience in construction estimating, pre-construction, or project management roles.
• Expertise in preparing cost estimates for labor, materials, and overhead.
• Strong proficiency in FastPIPE, Bluebeam, ServiceTitan, HubSpot, and Microsoft Suite.
• Ability to work in a fast-paced environment with strict 24-hour estimate turnaround times.
• Remote work experience minimum 3–5 years
• Strong analytical, organizational, and problem-solving skills.
• Excellent communication skills to collaborate with division managers and internal teams.
• Highly detail-oriented, analytical, and capable of managing multiple projects simultaneously.
• Available to work full-time on Pacific Standard Time (PST)
