Overview:

We are looking for a highly experienced and detail-oriented Manager for Quantity Surveying to lead our Pre-Contract Group. This role will be responsible for managing key performance indicators (KPIs), balancing workloads among Quantity Surveyors, and delivering timely and accurate pre-contract outputs including bid costing, budgetary estimates, and quantity takeoffs.

Key Responsibilities:
  • Lead, monitor, and evaluate the Pre-Contract Group's Key Performance Indicators (KPIs) and ensure team goals are met effectively.
  • Manage the workload distribution and resource allocation of Quantity Surveyors to ensure productivity and balance.
  • Perform realistic and comprehensive quantity takeoffs and cost estimates for bids and proposals.
  • Provide accurate and timely budgetary estimates (PBA/PBAA) and regularly update project running costs on a monthly basis.
  • Ensure on-time submission of Budgetary Estimates, Quantity Takeoff & Costing for Bidding, CFA Recon, and related components.
  • Maintain and update the Databank and Unit Cost Derivation/Analysis to support accurate and competitive pricing.
  • Serve as a technical and ethical mentor to Quantity Surveyors, promoting best practices and continuous improvement.
  • Submit monthly and annual accomplishment reports of the Pre-Contract Group.
  • Perform additional duties as may be assigned to support project and business objectives.

Qualifications:
  • Licensed Civil Engineer or Architect
  • Minimum of 10–12 years experience in Quantity Surveying/Estimating or 12–15 years in engineering or construction-related fields
  • Strong knowledge of pre-contract quantity surveying roles and deliverables
  • In-depth understanding of contracts, work packages, and project deliverables

  • Expert-level skills in:

  • Reading and interpreting plans

  • Quantity takeoffs
  • Unit cost derivation and analysis
  • Cost estimation

  • Knowledgeable in:

  • Procurement and construction management

  • Cost build-up and project cost control
  • Experienced in supervising and mentoring Quantity Surveyors

  • Software Proficiency:

  • AutoCAD

  • PlanSwift
  • Microsoft Excel & Google Sheets
  • High level of analytical and problem-solving skills
  • Strong communication and leadership capabilities
