The Finance Manager drives the financial stewardship of the Ayala Westgrove Heights Homeowners Association (AWHHAI). This critical leadership role ensures meticulous management of all financial records, compliance with all local regulations (including RA 9904 and BIR rules), and serves as the primary Strategic Finance Partner to the Board and the GM, ensuring financial transparency and sustainable fiscal health.

Key Responsibilities

I. Financial Strategy and Partnership

  • Strategic Advisory: Advise the GM and Board of Directors (BOD) using data-driven insights to inform operational decisions, capital planning, and policymaking.
  • Performance Analysis: Analyze business performance across all operating departments (e.g., Security, Engineering, Grounds), focusing on cost drivers, efficiency, and budget variances to identify areas for cost optimization.
  • Financial Forecasting & Modeling: Develop financial models to forecast cash flow, assess the financial impact of proposed projects, and ensure the association's long-term financial viability.
  • Cross-Functional Collaboration: Partner with operating departments to ensure they understand their budget performance, control costs, and align spending with the HOA's financial goals.

II. Accounting, Reporting, and Compliance

  • Budget Management: Lead the preparation of the annual operating and capital expenditure budgets. Monitor spending and prepare detailed variance analysis reports for management review.
  • Compliance with Accounting Standards: Ensure all financial records and reports strictly comply with current Philippine Financial Reporting Standards (PFRS) and Philippine Accounting Standards (PAS).
  • Regulatory Compliance: Ensure compliance with HOA by-laws, resolutions, RA 9904, BIR taxation rules, and DHSUD/HLURB requirements.
  • Financial Reporting: Prepare and present comprehensive monthly, quarterly, and annual financial statements and forecasts, ensuring clarity, accuracy, and stakeholder understanding.
  • Audit Management: Coordinate all necessary documentation and schedules for the annual external audit and internal financial reviews.

III. Treasury and Internal Controls

  • Internal Controls: Design, implement, and monitor robust internal controls and accounting procedures to safeguard funds and prevent fraud. Continuously review controls and operating processes with departments to identify weaknesses, recommend corrective actions, and implement process improvements that enhance accountability and mitigate risk.
  • Liquidity Management: Effectively manage AWHHAI cash reserves and investments, ensuring liquidity and aligning excess funds with the Board's strategy for future capital replacement needs.
  • Collections: Oversee the efficient billing and collection of dues and special assessments. Implement and manage a firm collections policy, coordinating with legal counsel on delinquent accounts as required.
  • Disbursements: Manage the Accounts Payable process, ensuring all disbursements are properly authorized, supported, and processed accurately and on time.

Qualifications and Requirements

  • Education: Bachelor's degree in Accounting, Financial Management, or a related field.
  • Certification: Certified Public Accountant (CPA) license is highly preferred
  • Experience: Minimum of 3 years of progressive experience in accounting and financial management, with a strong background in budgeting, forecasting, financial analysis, and internal controls. Experience in HOA or property management is an advantage.
  • Technical Skills: Advanced proficiency in MS Excel for financial modeling and data analysis is essential. Strong working knowledge of accounting software (e.g., SAP, QuickBooks, or other ERP systems).
  • Legal & Standards Knowledge: In-depth, current knowledge of PFRS, PAS, and the financial/legal requirements of Philippine HOAs (RA 9904, BIR).
  • Core Competencies: Exceptional analytical, problem-solving, and communication skills. Must demonstrate integrity, transparency, and a high level of professionalism.
