Position Overview
The Casino Compliance Officer is primarily responsible for ensuring full compliance with all regulatory requirements of the Philippine Amusement and Gaming Corporation (PAGCOR). This role oversees the preparation and submission of all mandatory reports, ensures internal policies align with PAGCOR directives, and serves as the designated Anti-Money Laundering Act (AMLA) Compliance Officer. Acting as the key link between the casino and PAGCOR, the Compliance Officer ensures that the organization maintains its MOA, avoids sanctions, and upholds integrity and transparency in operations.
Key Responsibilities
PAGCOR Regulatory Compliance
· Act as the official liaison with PAGCOR, ensuring timely communication and alignment with regulatory directives.
· Ensure casino operations comply with PAGCOR regulations, license conditions, circulars, and memoranda.
· Monitor, interpret, and implement updates to PAGCOR guidelines across all departments.
· Oversee and ensure proper filing, documentation, and safekeeping of PAGCOR permits, licenses, and approvals.
· Develop, implement, and update internal compliance manuals and standard operating procedures (SOPs) based on PAGCOR requirements.
Reportorial Functions
· Prepare, validate, and submit periodic and ad-hoc reports to PAGCOR within prescribed deadlines.
· Maintain a comprehensive compliance calendar to track and manage reportorial obligations.
· Ensure accuracy and completeness of reports covering gaming operations, financials, and regulatory disclosures.
Anti-Money Laundering (AML) Compliance
· Serve as the AMLA Compliance Officer, ensuring adherence to AMLA, AMLC, and PAGCOR AML-related directives.
Audit and Risk Management
· Conduct periodic internal compliance audits and risk assessments.
· Coordinate with PAGCOR auditors and address any findings, ensuring prompt corrective actions.
· Assess compliance risks and develop mitigation strategies aligned with PAGCOR expectations.
Executive-Level Administrative Support
· Provide compliance briefings and advisory support to senior management and the board.
· Draft executive correspondence, policy updates, and compliance reports for decision-making.
· Support the management team during PAGCOR inspections, hearings, and reviews.
Qualifications
· Bachelor's degree in Law, Business Administration, Accountancy, Finance, or related field.
· At least 5 years of progressive experience in compliance, audit, legal, or risk management, preferably in gaming, casino, or regulated industries.
· Proven knowledge of PAGCOR regulations, reporting systems, and compliance frameworks.
· Familiarity with AMLA, AMLC reporting requirements, and PAGCOR AML guidelines.
· Experience in handling compliance audits, regulatory submissions, and liaison with PAGCOR regulators

· Leadership: Ability to enforce compliance standards across departments and drive regulatory awareness.
