1. Cost Estimating and BOQ Preparation

  • Prepare detailed Bill of Quantities (BOQ) and accurate cost estimates for site development, vertical construction, and infrastructure works under Cathay Land's various projects.
  • Analyze project plans, technical drawings, and specifications in coordination with Design and Engineering teams.

2. Bidding Process and Contractor Coordination

  • Prepare and issue Request for Quotation (RFQ) and Invitation to Bid (ITB) to qualified contractors and suppliers.
  • Organize pre-bid meetings and site inspections for prospective bidders.
  • Collect, evaluate, and tabulate bid submissions; prepare cost comparison sheets for internal approval.

3. Bid Evaluation and Awarding

  • Perform detailed technical and commercial evaluation of bids, ensuring alignment with project budgets and quality standards.
  • Recommend the most advantageous bids based on cost, capability, and experience.
  • Assist in the preparation of Notice of Award (NOA) and contract documents in coordination with Procurement and Legal units.

4. Contract Management and Documentation

  • Support the finalization of Construction Agreements, ensuring completeness of documentation and compliance with company policies.
  • Maintain accurate and up-to-date records of all bidding and awarding transactions, including contractor qualifications and pricing history.
