Organizational Setting and Reporting RelationshipThe position of Senior Investment Specialist is assigned to the Social Sectors Team (SST) in the Office of the Director General (OPSD) within Private Sector Operations Department (PSOD).
You will be based at our Headquarters in Manila, Philippines and may be assigned in one of our Resident Missions in the Central and West Asia Region. You will report to the Deputy Director General and/or designated SST Technical International Staff and will oversee Junior team members.
Your RoleAs a Senior Investment Specialist, you will lead the origination, development, structuring, due diligence, approval, negotiations and implementation of private sector financing projects in the healthcare and education sectors in Central and West Asia, contribute to the development of policy and strategies of country programs, monitor the development impact of the projects and ensure key issues are considered and proper risk management principles are applied. You WillProject Development and ProcessingSupport the origination of a pipeline of private sector healthcare and education financing projects and screen investment opportunities through client outreach, focused business development and deal screening. Undertake and manage the necessary due diligence, financial modeling, risk analysis and mitigation in the structuring of loans, equity investments, guarantees, B-loans or other forms of ADB assistance.
Support or lead the internal approval processes including interface with credit, safeguards, integrity, legal and other teams and management and the Board. Ensure that appropriate legal documentation is concluded following approvals and that financial close (i.e., first disbursement) is achieved with the support of internal and external client. Undertake the implementation and the hand-over of administration of private sector infrastructure programs and projects, ensures compliance with required guidelines and procedures and agreed covenants and reporting requirements up to financing effectiveness.
Perform the role (if required) of a nominee director on the board of ADB's investee companies representing ADB's interests observing the principles of sound corporate governance.b. External LiaisonFacilitate active relationships with industry leaders, project developers, investors, governments, commercial lenders and other financial partners. Assess structuring transactions to maximize the potential for commercial co-financing and catalyzing of additional sources of capital.c.
Knowledge SharingParticipate in and contribute to relevant learning events for advocacy, sharing, and knowledge building;Maintain and share knowledge of emerging best practices across the range of key themes and sectors within infrastructure.d. Strategy, Policy and Project EvaluationParticipate in country teams for planning and programming purposes, in respect to private sector development and operations and sector priorities.e. Staff SupervisionLead reporting staff by giving clear direction, regular monitoring and provision of feedback, supervising performance and supporting learning and development.
You Will NeedMaster's Degree or equivalent in finance, business administration, economics or a field related to international development; or University degree and at least 5 years specialized experience relevant to the position can be considered. At least 10 years of relevant professional experience in corporate finance, project finance, investment banking or private equity, working on transactions in the healthcare and/or education sectors, analyzing credit risks, structuring, syndicating financing and other related commercial banking activities;Experience working in some of the following sectors: Hospitals, pharmaceuticals, medical supplies, healthcare PPPs, vocational education, and tertiary education.
Excellent oral and written communication skills in English. International experience working in development in Turkiye, Central Asia and West Asia. BenefitsADB offers a comprehensive benefits package.
